NOAA Ship PISCES

April 2019

Statement of Need

Chill Water Plant HVAC #1 and HVAC #2 Replacement

1. SCOPE

1.1. Provide two replacement 70-ton, seawater cooled, chilled water, air conditioning plants and associated equipment and items for NOAA Ship PISCES.

2. REFERENCES

2.1. Technical Manual FRV40-226-015-010 “Chill Water Plant Model: 30HXS086R-140”

3. GOVERNMENT FURNISHED MATERIAL

3.1. None

4. REQUIREMENTS

4.1. Background: The condensers for HVAC Plants #1 and 2 have 25% and 15% of tubes plugged respectively. Further, the “B” Circuit Compressor on HVAC Plant #1 has a grounded motor due to sea water intrusion and the “B” Circuit compressor on HVAC Plant

#2 is not operationally reliable. Due to the repeated maintenance efforts and the severity of failed components, the decision has been made to replace both HVAC Chilled Water Plants on NOAA Ship PISCES. This Statement of Need procures the new Chilled Water Plants.

The new units will be turned over to the Government for installation and commissioning during the FY20 Winter pierside availability.

Minimum Salient Characteristics for Each Plant:

4.2. The contractor shall only provide products that meet or exceed the requirements specified herein. These requirements are based on the currently installed Carrier units Model

30HXS086R-140 and will be installed on an ocean-going ship. Replacement Refrigeration units shall be installed in such a way that the new units shall fit into the space of the existing refrigeration units and shall meet the following salient characteristics:

4.2.1. Main power supply shall be 575VAC, 3 phase, 60Hz. Control power is 115VAC, 1

Phase, 60 Hz. The Compressor motor shaft shall be installed fore and aft on the skid.

4.2.2. Shall have a minimum 70 ton nominal cooling capacity each

4.2.3. Shall have at least two or more refrigeration circuits with the combined capacity of which is 140 tons. For reference, the existing 30HXS086R-140 plants have two circuits

(“A” and “B”) with 76 and 75 lbs of R-134a respectively.

4.2.4. Shall use R-134a refrigerant. Initial operating charge of refrigerant must be provided with the unit; however it may be in separate containers.

4.2.5. Shall reject heat to sea water. Seawater will be supplied by the ship at a pressure of

20-25 PSI through existing 3-inch Metrex Valves Model MDFPMT31203W. Valves are currently installed. All seawater wetted components shall be made of a material suitable for use in seawater such as Bronze, Copper-Nickel or 316 Stainless Steel.

Condensers shall be made of materials suitable for use in seawater. The condenser shall have zinc anodes. Compressors, condensers and evaporators shall be marine-grade.

4.2.6. The return side of the Condenser head cover shall be hinged to aid in tube cleaning.

Means shall be provided to positively secure head cover in place and prevent leakage from hinged opening.

4.2.7. Shall be able to move rated amount of heat with a seawater inlet temperature of 90 degrees Fahrenheit.

4.2.8. Shall deliver chilled water at approximately 40 degrees Fahrenheit to the ship’s existing Chilled Water Plant circulating pumps.

4.2.9. All seawater and chilled-water connections shall be flanged

4.2.10. Shall have liquid filter/dryer for refrigerant before the TXV.

4.2.11. Shall have all controllers necessary to run the system including sequencing of compressors to maintain chilled water output at approximately 40 degrees Fahrenheit.

Controls shall shut the system down on failure of lube oil pressure or high discharge head pressure. Controls shall cycle the compressors in response to low suction head pressure.

4.2.12. At a minimum, gauges shall be installed to monitor the following parameters:

refrigerant suction pressure (vacuum), refrigerant discharge pressure, chilled water pressure, salt water pressure, oil pressure, oil temperature, refrigerant sight glass, oil sight glass on compressor(s), oil pressure, suction temperature, discharge temperature, condenser water inlet temperature, condenser water outlet temperature, chilled water inlet temperature, chilled water outlet temperature.

4.2.13. Electrical contacts between conductors and electronics shall be in a watertight enclosure (bulk of control system must be in a watertight compartment).

4.2.14. Compressors shall have capacity controls, known as “unloaders,” to reduce output when the heat load is small. There shall be a system to control the unloaders.

4.2.15. The controls shall have the following minimum safety features: high discharge pressure shutdown, low suction pressure shutdown, oil failure shutdown, chilled water low temperature shutdown, low condensing water pressure shutdown.

4.2.16. The system shall be skid mounted, except for controllers which can be mounted separately.

4.2.17. Dimensions of the assembled unit shall be at or less than 34.34 inches wide by

104.12 inches long by 65.22 inches high. Six (QTY 6) mounting feet are provided and are 15.49 inches wide on inboard bolt holes and 45.87 inches long on the aft bolt holes.

Deliverables

4.3. Contractor shall provide a standard commercial warranty for the new chilled water air conditioning plant.

4.4. Contractor shall provide two (QTY 2) each printed copies of a technical manual that provides, at a minimum, theory of operation, troubleshooting guide and cut-away diagrams of all parts with OEM part numbers identified. Two (QTY 2) manuals shall also be provided for all components that are outsourced. Also provide an electronic (.pdf) version of all documentation.

4.5. Contractor shall provide the following additional items:

4.5.1. Two (QTY 2) each skid mounted marine chilled water air conditioning plants as described above. separately

4.5.2. One (QTY 1) each spare compressor assembly to include motor and compressor (one per circuit if circuit compressors are different)

4.5.3. One (QTY 1) lot of recommended shipboard spares.

4.5.4. One (QTY 1) lot of compressor oil. Quantity shall be enough for two plants in addition to initial plant fill.

4.5.5. Four (QTY 4) each of all filters, and dryer elements.

4.5.6. Contractor shall ship the new Chilled Water Air Conditioning Plants and associated equipment and items to the following address:
