The NOAA Aircraft Operations Center (AOC) located on Lakeland Linder Regional Airport, Lakeland, FL, manages its fleet in accordance with Federal Aviation Regulations (FAR) Part

91.

SCOPE:

The Contractor shall comply with applicable Federal Aviation Regulations and all aircraft manufacturer's requirements. The Contractor shall furnish all special tools, facilities, equipment, and certified technical staffing to perform tasks. The maintenance contractor must be a FAA approved repair station for the Hartzell propeller models listed in the table above. The Contractor shall provide all labor, parts, materials, and consumables. However, the Government reserves the right to provide the same, if advantageous, at any time during the contract. All parts are to be new, new surplus, or overhauled. Parts Manufacturer

Approval (PMA) parts are acceptable; The Contractor shall be responsible for all FAA and

AOC required documentation to include but not limited to approval for return to service.

Inspection:

The Contractor shall list all discrepancies noted during the inspection in a tear down inspection report submitted to the Contracting Officer's Representative (COR). The report shall describe the extent of the inspection, the condition of all major components, outstanding service bulletins and airworthiness directives that must be complied with, and any recommendations for maintenance that would prevent future failures.

Overhaul:

The Contractor shall overhaul the Hartzell propeller to zero time in accordance with the manufacturer's specifications. The Contractor shall complete repairs typically associated with the overhaul, such as balancing, replacing slip ring assemblies and deice boots.

Balancing:

The Contractor shall dynamically balance the Hartzell propeller in place on the aircraft to provide the lowest level of vibration in its operating range.

Repair:

The Contractor shall repair discrepancies on the Hartzell propeller discovered through inspection by the Contractor or discovered by AOC.

Upgrade:

The Contractor shall perform/install upgrades on the Hartzell propeller when requested by

AOC.

INSURANCE:

The Contractor shall provide and maintain insurance of not less than $40,000.00 to replace the propeller or equipment being inspected/overhauled/repaired/upgraded under this contract with a propeller or equipment of equivalent service life. The Contractor shall provide the

Contracting Officer written documentation that the required insurance has been obtained. The policies evidencing the required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective:

For such a period as the laws prescribed by the State in which this work is to be performed;

Or

Until 30 days after the insurer or the Contractor gives written notice to the

Contracting Officer, whichever period is longer.

QUALITY ASSURANCE:

NOAA may have a representative witness any part of the repairs performed under this contract. The Contractor shall provide the Government access to the equipment upon request, during the Contractor's standard business hours. The Contractor shall keep the NOAA COR apprised of the progress and schedule. The Contractor is not to proceed with any repairs outside the scope of this contract without prior written authorization from the Contracting

Officer. NOAA will have access to the aircraft or propeller throughout the performance of each task order.

SCHEDULE:

The Government shall order propeller overhaul or purchase services under this contract by issuance of a fixed-price Task Order. The schedule for completing the work will be negotiated and mutually agreed upon prior to issuance of the order. The Contractor is responsible for notifying the Contracting Officer of any potential delays in meeting the schedule prior to the scheduled completion date:

OVER AND ABOVE DISCREPANCIES:

All additional discrepancies discovered during the inspection overhaul or balancing that are outside of normal zero time overhaul/repair, discovered during on-site dynamic balancing criteria, and other additional work such as performing/installing upgrades or other identified repairs shall be labeled as "over and above" discrepancies. The Contractor shall provide a proposal for correcting the "over and above" discrepancies. The proposal shall include a description of the work, schedule for completion, a breakdown of prices including a pricelist for parts; the number of labor hours and price per labor hour. The price for any deficiency discovered during the inspection, that is typically considered "routine maintenance" and included in the Contractor's public pricelist, shall be proposed on a fixed price basis rather than time and material. The proposed prices and schedule shall be subject to negotiations.

The Contractor shall not proceed with additional work without prior approval from the

Contracting Officer. All work shall be completed in accordance with the manufacturer's repair/overhaul manuals.

WARRANTY:

The Contractor shall provide the industry standard implied warranty on all parts, products, and services. The warranty provided by the Contractor shall list remedies in the event that warranty work becomes defective. The Contractor guarantees its workmanship, parts and materials utilized.

PLACE OF PERFORMANCE:

NOAA anticipates that propeller(s) requiring service under this contract shall be delivered to the Contractor's facility by NOAA, if the Contractor’s repair facility is within close proximity, approximately 50 driving miles, of the NOAA Aircraft Operations

Center at Lakeland Linder Regional Airport, Lakeland, FL. If the location of the

Contractor's repair facility is located more than 50 driving miles from the NOAA facility, the Contractor shall be responsible for providing containers for NOAA to use to ship the propeller(s) to the repair facility. In addition, the Contractor shall be responsible for all packaging shipping costs associated with transporting the propeller(s) to the repair facility and returning the equipment to the NOAA facility. This includes the cost to insure the propellers for shipment. Further, the Contractor shall be responsible for any travel costs required to perform dynamic balancing at the NOAA Aircraft Operations

Center.
