Solicitation Number: 1305M2-19-Q-NFFN-1883
Title: Marine Mammal Bycatch Fishery Liaison
Vendor’s Question Government Response Submittal of a resume with the quote question: The solicitation did not reference the submittal of a resume. Can the offeror submit a resume that outlines his directed work experience and education with the quote?
The Solicitation states that Vendor’s shall identify the name, title and description of the duties of the individual proposed as key personnel to be assigned to the contract highlight the requirements in Section 4.0 of the PWS.
The format to identify this requirement can be in the form of a resume or a description included within the Technical Approach.
Factor 1:
a. Are the SEFSC scientific program standards referenced in Factor 1 of the solicitation the same as the performance standards outlined in Section 5.0 Performance Requirements Summary (PRS) of the PWS?
Program standards would include all requirements outlined in the PWS.
Factor 2:
a. It is unclear to the offeror if any discussion is being asked for about past work performance (relevant work experience for last 3 years only) in this section beyond the submittal of the Past Performance Information Form and the Past Performance Questionnaire. Is Factor 2 asking for a summary of the last 3 years work experience as it relates to Sections 2.0, 3.0 and 4.0 and as it relates to the Performance Standards outlined in Section 5.0?
b. Questions regarding Section 3.a. regarding POC’s: The POC that the offeror reports to for the NMFS-SERO Marine Mammal Bycatch Fishery Liaison contract is the COR and the COR is the individual that the contractor communicates regarding all aspects of the current SOW. The COR will be referenced as POC #1. Is it required to have two POC’s listed in the PPIF document in section 3.a. for the referenced contract? If it is required to have two POC’s for the referenced contract, is it appropriate to communicate with the COR to ask for another POC for Section 3.a. that would be appropriate to reference as POC #2 for the referenced contract? The offeror is asking this question since POC #2 would be asked to fill out the Past Performance
a. The Past Performance factor consists of the Past Performance Information Form completed by the Vendor and the Past Performance Questionnaire that should be sent by References directly to the Contract Specialist. Past work performance can be identified on these forms as well as in the Technical Approach/Key Personnel section.
b. POC#1 would be the primary contact for the Offeror.
If there is an additional POC list their information as
POC #2.
c. Original: Amount at award Final: Final amount of award including any modifications or options exercised.
Questionnaire so the individual would have to have knowledge of the offeror’s performance (as it relates to the questions in the Questionnaire) of the referenced contract’s SOW.
c. Question regarding Section 3.c. regarding dollar value of contract: Is the “Original Value” asking for the total monthly or annual dollar amount submitted at the beginning of the contract during the base year? Likewise, for the “Final” dollar value of the contract should it be the monthly or annual total for Option Year 4 of the contract?
d. In PPIF section 3.d. it asks for “Type” under Prime or Sub: The offeror is the Prime for the referenced contract but is not sure what “Type” is referencing underneath? Please explain?
e. In PPIF Section 3.e. it asks about contract period: The referenced contract began Sept. 18, 2014 but will not be completed until Sept. 17, 2019. Should the referenced contract’s end date of Sept. 17, 2019 be used as the “End” date?
f. IN PPIF Section 3.h. it asks about percentage of growth in contract price (Additional work divided by award price): The offeror’s contract SOW did not change during the duration of the contract but it did include an annual cost of living yearly adjustment of 2% of the salary for Option Years 1-4. Please provide guidance if the annual cost of living adjustment is relevant to this section and how the growth percentage should be computed? If the 2% annual cost of living adjustment is relevant, can the percentage of growth in contract price be stated as a 2% annual cost of living adjustment for Option Years 1-4? No subcontracting occurred to complete the referenced contract’s SOW.
d. Type is description of services.
e. Start and end dates should be identified in each contract.
h. Can be left blank if no additional growth was established during contract performance.
Factor 3:
a. Previous NMFS-SERO Marine Mammal Bycatch Fishery Liaison solicitations have requested offeror to use US Government Standard Form #1449 for pricing details. The form had lines for unit price (monthly salary) and amount (total salary cost per year) and lines for unit cost and annual amount for office costs.
b. Does this solicitation allow for the offeror to include estimated office costs into the Pricing bid? If so, should “estimate of office costs” be typed on the line underneath the line where it says “Marine Mammal Bycatch Fishery Liaison” and estimated office cost amount be typed into column under the $0.00? If office costs are allowed, should it be listed as a monthly unit or annual cost?
a. This is a combined synopsis/RFQ so a 1449 is not applicable. Pricing should be submitted on Attachment 1, Pricing Schedule.
b. This is a firm fixed price contract so all expenses should be rolled into a lump sum per year with the exception of travel which has been given a NTE amount.
c. Yes, total amount of all costs excluding travel.
c. Should the offeror’s pricing bid for Base Year and Option Periods 1-4 be put into the far right column on the line with $0.00? If so, should the pricing bid be submitted as a unit cost (salary per month) or total amount (amount of yearly salary)?
d. Past NMFS-SERO Marine Mammal Bycatch Fishery Liaison solicitations have asked for a brief discussion about how the pricing information was determined (salary and office costs). Should a brief discussion about how pricing be included in Factor 3?
e. Are the shaded columns for Government use or is the offeror being asked to add up all costs (including travel funds) and put a total value at the bottom of each section (Base Year and 1-4 Option Periods)?
d. This is a firm fixed price bid and a breakdown of labor and odc amounts is not required.
e. The shaded columns should populate total amounts.
Question related to submitting questions (15. CAR 1352.215-72 INQUIRIES (APR 2010): Please provide guidance if the answers and questions in this email need to be documented in the quote and where in the quote they should be included.
Vendor’s questions and answers will be documented in an amendment to the solicitation. The Vendor is required to sign the Amendment and included it with the submitted quote.
On page 14 and 15 of RFQ section 7.0 Travel includes “All travel required by the government outside of the local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal Travel Regulations.” – What is considered the local commuting area(s)? Is the entire SE region considered the local commuting area or is travel reimbursable following FTR of 50 miles or more one way from a designated location?
Travel is reimbursable following Federal Travel Regulations (FTR) of 50 miles or more one way.
