The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the NOAA Fisheries Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS).

The Northeast Fisheries Science Center (NEFSC) is seeking Contractor to demolish and remove two existing Smith Co. 450 Mills hot water, nine section cast iron boilers and replace with two (2) high efficiency condensing boilers. The contractor shall furnish and install all necessary hardware, controls, valves, sensors, field wiring, piping, insulation and programming services to ensure proper operation as stated in the contract documents. The Contractor shall provide two hours of training and commissioning for two facility personnel. The NMFS Laboratory is located at 28 Tarzwell Dr. Narragansett, RI 02882.

This requirement is expected to result in a single award Firm-Fixed-Price contract. The magnitude of the Project: Between $100,000 and $250,000. Site visit will be scheduled and date will be identified in the solicitation.

The RFQ will be solicited as a 100% Total Small Business Set-Aside. The applicable NAICS Code is 332410, Power Boiler and Heat Exchanger Manufacturing, which has a corresponding size standard of 750 Employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Subpart 13, Simplified Acquisition Procedures. The Award will be made to the quoter whose quote meets all Specifications and solicitation requirements and is determined to be the best value, by an integrated assessment of price and other evaluation factors listed in the Request for Quotation (RFQ). The anticipated award date is August 2019. Hard copies of the RFQ will not be issued. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
