U.S. DEPARTMENT OF COMMERCE
National Oceanic and Atmospheric Administration Eastern Region Acquisition Division Norfolk Federal Building 200 Granby Street, Room 815 Norfolk, VA 23510
BRAND NAME DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
NCNT2000-19-01148
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and National Ocean Service (NOS), Center for Oceanographic and Operation Services (CO-OPS)
2. Description of supplies or services required to meet agency needs (including the estimated value).
Trimble SX10 Scanning Total Station – Instrument capable of acquiring both high accuracy total station data and high density 3D scan data. Accessories including but not limited to tripod stand, battery charger, battery packs, Trimble TSC7 controller with Trimble Access software.
Trimble Business Center Advanced Network License – Supports post-processing of data with enhanced point cloud management, automated extraction and interoperability to existing CAD programs.
Trimble SX10 Classroom training – 3 Day Training for up to 6 users
This procurement is for the purchase of one full Trimble SX10 scanning total station to include training with an estimated value of $61,500
This requirement will be awarded on a Firm-Fixed Price basis. The delivery date is August 15, 2019.
3. Identification of the single source or the brand name to be solicited.
CO-OPS does not propose or favor any vendor. It is the Brand Name of the equipment and maintenance to be purchased, Trimble SX10 is the subject of this procurement request. Trimble is the equipment manufacturer and the vendor selected must be recognized as an accepted provider of this product and its maintenance such that we will not be considered to be using software or hardware that has not been properly maintained.
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. Trimble is the standard manufacture of GNSS equipment that CO-OPS uses to collect static GPS measurements and validate elevations derived from traditional surveying methods. They are used at CO-OPS environmental monitoring stations in coastal areas of the United States, the Caribbean, and in the Great Lakes. This purchase is for components to support these existing stations and the growth of the CO-OPS network of stations.
□ Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. Under the current CO-OPS operating system, any environmental monitoring equipment that has not previously been approved must be subjected to a series of tests to ensure the quality of the data and the durability of the equipment for the intended use. These tests usually include bench testing using controlled conditions and physical measurement, controlled environmental testing to check reliability under different conditions, and long term comparison testing with accepted equipment at multiple real world locations. These tests and the analysis of the resulting data take a large amount of time, money, and resources to conduct.
The CO-OPS environmental monitoring systems are designed to operate with the components in this purchase. Implementing different components will result in compatibility issues. Currently CO-OPS field personal and contractors are trained in the use and maintenance of the equipment in this purchase. Additional cost will incur from having to train field personal and contractors on the use and maintenance of new equipment. CO-OPS also has the ability and equipment to test and troubleshoot the equipment in this purchase. If new equipment is purchased additional parts and equipment will need to be purchased to support the new equipment. Additional training will also be required for those tasked with testing and repairing this equipment.
