Statement of Work R/V Chesapeake - R5502 Hose Replacement
Background:
The NOAA, National Ocean Service, National Centers for Coastal Ocean Science (NCCOS) and
Maryland Department of Natural Resources, Cooperative Oxford Laboratory (COL) operate the research vessel R/V Chesapeake, a 58’ 4” LOA thirty-seven ton aluminum hull research vessel with a 16’ 9” beam, and 5’ 6” draft. The laboratory is seeking firm fixed price quotes for life cycle replacement of below and above deck hydraulic and low pressure hoses fabrication and replacement service.
Objectives:
Objectives of this contract are to remove and replace approximately 22 identified hoses as a component of the vessel’s 20% annual hose replacement plan to improve operational safety and complete preventative and cyclical maintenance onboard the vessel. Additional hoses identified prior to an onsite visit may be added to replacement list. Timely completion of repairs, cost, and quality of work are government priorities. Work is to be completed observing
OSHA, ABYC, and any other applicable requirements of the NOAA Small Boat Program. Parts and materials replaced must meet commercial and/or military spec. and meet OEM standards or better; recreational grade is not acceptable.

8. NOAA Small Boat Program Requirements (LINK to Manual)
Scope:
Once purchase is awarded, materials must be confirmed as to the correct part numbers and application for the installation application. Parts must be ordered, within 5 working days, of verifying parts numbers and assuring they are appropriate for marine application onboard this vessel. All parts and components for this project must be manufactured in trade compliant countries. Scheduling must be coordinated and approved by the vessel captain and the VOC prior to beginning work. The Contractor shall furnish all labor, services, and associated http://www.sbp.noaa.gov/policy/docs/NSBSPManual_v3_final.pdf http://gsa.federalschedules.com/resources/taa-designated-countries/ http://gsa.federalschedules.com/resources/taa-designated-countries/ materials to complete identified tasks on time. A Contractor’s log is to be kept identifying any vessel deficiencies noted or additional work recommended by the Contractor for future maintenance periods. Work must be completed by certified and/or otherwise highly trained professionals in conformance with all applicable federal, state, and local codes and standards and the Department of Commerce/NOAA Environmental Management System (see section below). No task changes or substitutions are allowed without prior written approval of
Contracting Officer.
Tasks:
1. Tasks and Specifications.
Contractor shall provide high quality workmanship and materials replaced must meet commercial OEM or better standards. Where possible, materials shall meet military spec. standards. Recreational grade materials and workmanship are not acceptable.
NOTE: Pressed hose ends and fittings of all hoses installed above deck shall be stainless steel (where available).
1.1. Contractor shall replace approximately 22 identified clamped, threaded, pressed, and rubber shielded hoses, and fittings, in engine room, HVAC, bilge, head, and above deck with Aeroquip FC300 series braided hose. This includes hoses used for lubrication, oil distribution, oil drain pan, cooling, raw water, and hydraulic systems acceptable for use with bio-based and petroleum-based fluids. Fuel hoses are to be replaced using Aeroquip FC234 series high temperature, fire retardant blue fuel lines acceptable for use with biodiesel fuels with a maximum operating pressure of 750 psi.
1.2. Contractor shall install chaffing material as needed to prevent hose failure from rubbing against fixed components and vibration.
1.3. Contractor shall replace identified clamped, threaded, pressed, and rubber shielded hoses, and fittings associated with the vessel hydraulic system with Aeroquip FC300 series braided hose, Aeroquip FC234 series high temperature, fire retardant blue fuel lines as specified above or their Parker brand equivalent. Hoses shall be replaced using best routing and alleviating any hard bends or slack.
1.4. Contractor shall install a permanently attached engraved metal tag/plate on each replacement hose that is easily read. The engraved tags shall be numbered consecutively beginning with #147 to completion, also engraved with the year of replacement, and correspond to a data base log entry with hose specifications (hose number, location, type, size, length, required fittings, and replacement date, etc.) to aid in future replacement.
1.5. Contractor shall provide a leak test of each newly installed hose while underway and by full operation of the system(s) of which the replaced hose is a component.
Leak test of each newly installed hose shall be completed the presence of the VOC and captain R5502.
1.6. Contractor shall clean work area to remove oil contamination, debris, and trash upon completion of each segment of the project before moving to next segment.
Maintain a tidy and safe job site.
Deliverables:
The contractor shall deliver a fully operational leak-free set of fuel, lubrication, oil distribution, oil drain pan, cooling, raw water, HVAC, discharge, and hydraulic system hoses as designated, and all necessary personnel, equipment, and materials to perform work within the tasks described above in order to meet work requirements. Timeliness in completing tasks and returning the vessel to service is a high priority. Contractor is liable for the repair of any damages caused by their company or representatives in completing this contract. The contractor shall provide a written report of hoses replaced, observed deficiencies while performing this work, and an Excel log of each hose replaced with hose specifications (hose number, location, type, size, length, required fittings, and replacement date, etc.) that can be used to reorder hoses from the contractor as needed. The Excel spreadsheet will be provided to the Contractor upon beginning of the project. Work must be completed observing all federal, state, and local laws and regulations
