1.1 Project Title: Heat Pumps and Water Heaters

2.0 PROJECT CONTACT PERSONS:

2.1 On-Site Project Contact (PC)

Charles Geoghegan NOAA/NOS/National Geodetic Survey 15351 Office Drive Woodford, VA 22580 Phone: (540) 376-6533 Email: charles.geoghegan@noaa.gov

2.2 Contracting Officer Technical Representative (COR)

TBD

3.0. PROJECT TASKS:

This project includes; the replacement of an existing heat pump system, the installation of 2 new heat pump systems and the installation of 5 new point of use hot water heaters at the National Geodetic Survey's Testing & Training Center located at 15351 Office Drive, Woodford, VA 22580. See exhibit A. for layout of building.

3.1 Heat Pump - Workspaces

1). Remove and recycle an existing heat pump compressor, air handler and associated hardware.

2). Replace with a new high efficiency inverter technology heat pump (see exhibit B. for location of indoor and outdoor units and area to be heated/cooled), properly sized for the space being conditioned, possessing energy efficiency falling with the following ranges:

o 8.5 to 9.5 HSPF o 15 to 17 SEER

3). Installation should include, but is not limited to:

o Outside unit/condensing unit o Indoor coil installed in or adjacent to the variable-capacity air handler o Refrigerant line set o Condensation pump and drain lines o Backup heat strips in the air handler o Programmable dual fuel thermostat for use with existing fuel oil furnace o Installation supplies such as a sheet metal plenum and return air drop to connect the air handler to the ducts o Any necessary electrical connections.

3.2 Heat Pump -IT Room

1 ). Installation of a new ductless mini-split system (see exhibit C. for location of indoor and outdoor units and area to be cooled) with an efficiency rating of 30 SEER or better.

The room to be conditioned (10-ft wide, 12-ft deep and 12-ft tall) will be used to house IT equipment. The system should be optimized for the space and cooling situation.

Installation should include, but is not limited to:

o Outside unit/condensing unit o Indoor coil installed in a variable-capacity air handler o Refrigerant line set o Gravity fed drain line o Programmable thermostat o All necessary electrical connections.

3.3 Point of Use Hot Water Heater -Utility Sink

1 ). Installation of a point of use min tank hot water heater optimized for use with a utility sink. The utility sink is located in a hallway, adjacent to Storage Room 3 of the main office building, see Exhibit A. The hot water heater is to be installed on a wall adjacent to the sink. Installation should include, but is not limited to:

o Excess pressure safety valve plumbed to sink drain line o Thermostat control with energy savings mode for periods of non-use o Dedicated 120v electrical outlet o All necessary plumbing fittings and connections

3.4 Point of Use Hot Water Heater-Kitchen Sink

1 ). Installation of a point of use min tank hot water heater optimized for use with a kitchen sink. The kitchen sink is located the kitchen of the main office building, see exhibit A. The hot water heater is to be installed inside the base cabinet of the sink.

Installation should include, but is not limited to:

o Excess pressure safety valve plumbed to sink drain line o Thermostat control with energy savings mode for periods of non-use o Dedicated 120v electrical outlet o All necessary plumbing fittings and connections

3.5 Point of Use Hot Water Heater-Men and Women's bath room

1 ). Installation of a point of use min tank hot water heater optimized for use with 3 sinks associated with Restroom A and Restroom B, see Exhibit A. The hot water heater is to be installed inside one of the two base cabinets for the three sinks. Installation should include, but is not limited to:

o Excess pressure safety valve plumbed to sink drain line o Thermostat control with energy savings mode for periods of non-use o Dedicated 120v electrical outlet o All necessary plumbing fittings and connections

3.6 Point of Use Hot Water Heater-Handicap Accessible bath room 1). Installation of a point of use min tank hot water heater optimized for use with a bathroom sink associated with Restroom C, see Exhibit A.

3.7 Old Water Heater-Pump Room

1). Remove and recycle old water heater tank. Work should include, but is not limited to:

o Capping off plumbing connections, no longer required o Disabling/terminating existing electrical connections
