SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

NCNJ0000-19-01055

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), ERAD and NOS, Office of Coast Survey

2. Description of supplies or services required to meet agency needs (including the estimated value).

Obtaining site licenses for Seasketch GIS online collaboration tool, technical suport and option for technical enhancements.

3. Identification of the single source or the brand name to be solicited.

Seasketch Regents of the University of California, McClintok Lab Marine Science Institute, UC-Santa Barbara Santa Barbara, CA

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

· Other - Only one source is capable

The McClintock Lab (via the Regents of the University of California at Santa Barbara and the UC-SB Marine Science Institute, DUNS 09-487-8394) is the manufacturer of the Seasketch GIS online collaboration tool. UC-SB’s McClintock Lab is the sole provider of the Seasketch online collaboration tool and its software. NOAA has had existing Seasketch sites created through an earlier contract (EG-133C-15-SE-1382) that it still wants to use/augment in support of interagency mapping requirements. New site licenses are needed to continue using the NOAA Seasketch sites. No secondary support providers are available on GSA or open market for support, maintenance, and upgrade capabilities for this software.

The NOAA Office of Coast Survey Integrated Ocean and Coastal Mapping Program (IOCM) and its interagency partners rely on the Seasketch tool for interagency mapping coordination and collaboration, hurricane recovery efforts and additional fiscal year planning. Based on IOCM’s use and sharing of its Seasketch site with other partners (both NOAA and interagency), other NOAA IOCM partners also have need of Seasketch for related mapping coordination efforts. The UC-SB McClintock Lab is the only source for Seasketch and the only entity to provide technical support and enhancements.

5. Market Research.

The cost of Seasketch site licenses at $1000 each are in line or lower than many GIS software licenses based upon a market assessment and NOAA’s procurement costs for related GIS tools (eg. ESRI ArcGIS desktop license $1500). The technical support and technical enhancement costs are based on an hourly IT rate. Market research of various IT services providers determined that the kind of IT services needed can range between $155 and $175 per hour, which averages to $165. Coast Survey’s prior history with Seasketch providers under its earlier contracts put the hourly rate at $165.80. This is the figure Coast Survey used in the IGCE.
