2025 Milltown Site LiDAR Acquisition Event Description:

The State of Montana, Natural Resource Damage Program (NRDP), is conducting a limited solicitation for LiDAR acquisition. The draft Contract and Scope of Work consists of a detailed description of the project found under Buyer Attachments. All responses must comply with the instructions and procedures contained herein.

NRDP seeks a Contractor for LiDAR, geo-rectified color imagery and bathymetric LiDAR for an approximate 1,500-acre area of the Milltown site near Bonner, Montana, as shown in Figure 1 of the draft Contract.

Bathymetric LiDAR will include approximately 3 miles of Clark Fork River channel upstream of the confluence with the Blackfoot River, if capable of providing. Requested services and deliverables are contained herein.

Additional detail is included within the draft Contract and Scope of Work. Within the eMACS bid items, submit one lump sum price for LiDAR, geo-rectified color for the area shown in Figure 1 of the draft Contract and one lump sum price for Bathymetric LiDAR for approximately 3 miles of the Clark Fork River channel upstream of the confluence with the Blackfoot River, if capable of completing. Prices for both bid items must include all labor, supplies, and incidentals.

Submittal and Evaluation:

A bid that does not include the Bathymetric LiDAR will only be considered if none of the responsive and responsible bidders that provide a bid for the Bathymetric LiDAR bid item are within project budget.

Responses to this limited solicitation will be evaluated by the following point-based structure:

Project Cost (50 Points Possible): The Contractor must provide total project costs. The lowest quote received will be allocated 50 total points, while higher quotes will be assigned a value relative to how close their quote is to the lowest quote.

Project Schedule (50 Points Possible): Contractor must provide a detailed schedule, including start date, completion of LiDAR collection date, if Bathymetric LiDAR can be collected, the schedule this work will be performed, and deliverables submittal date. The schedule is to complete data collection in early spring 2025 and provide deliverables by July 15, 2025. A proposed schedule that meets these timeframes and includes the Bathymetric LiDAR will receive the highest scores. A schedule that meets these time frames but does not include Bathymetric LiDAR will only be considered if none of the responsive and responsible bidders that provide a bid for the Bathymetric LiDAR bid item are within project budget. A schedule that does not meet these timeframes will receive no points.

The Contractor will be required to enter into an agreement substantially similar to the draft Contract.
