A. PURPOSE
NAVSUP Fleet Logistics Center San Diego (FLCSD) is conducting market research to identify interested and capable businesses that can provide Personnel Readiness Assistance Team (PRAT) Senior Personnel Analyst support services for Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC).
This Sources Sought Notice is issued for planning and market-research purposes only. It is not a solicitation, request for proposal, request for quotation, invitation for bid, or commitment by the Government to award a contract. The Government will not reimburse respondents for any costs incurred in preparing or submitting a response. Any information submitted in response to this notice is voluntary and will be used solely to support acquisition planning.
The Government anticipates awarding this requirement as an 8(a) set-aside using a Firm-Fixed- Price contract type, with a 12-month base period and four 12-month option periods. This requirement has historically been awarded through the Small Business Administration’s 8(a) Business Development Program.
For any resultant small business set-aside contract or task order, FAR 52.219-14, Limitations on Subcontracting, will apply. To be considered capable of performing this requirement, small business prime contractors must demonstrate the ability to perform at least 50 percent of the amount paid by the Government for contract performance, either independently or in conjunction with other similarly situated entities, as defined in FAR 52.219-14. Respondents proposing teaming arrangements or subcontractors shall identify the anticipated percentage of work to be subcontracted and specify whether proposed subcontractors are similarly situated small business concerns or large business concerns.
B. DESCRIPTION OF REQUIREMENT
COMNAVSURFPAC requires PRAT Senior Personnel Analyst support to augment its capacity to conduct Command Readiness Assessment Visits (CRAVs) and personnel readiness assist visits aboard Surface Ships.
The requirement is driven by increased CRAV workload resulting from the incorporation of CRAV requirements into Home Port Change instructions and expanded CRAV training requirements for Naval Surface Groups. These requirements have increased the demand for assessment planning, travel coordination, shipboard assist visits, checklist management, report consolidation, corrective-action planning, and onsite program training.
The contractor shall support the PRAT and CRAV Lead in assessing afloat administrative and personnel readiness programs, with emphasis on Drug and Alcohol Program Advisor (DAPA) and Urinalysis Program Coordinator (UPC) program compliance. 2. Assess DAPA and UPC program compliance; document positive practices, deficiencies, and areas requiring corrective action.
3. Provide onsite and one-on-one training to shipboard program managers and administrative leadership on identified program deficiencies.
4. Assist shipboard personnel in developing corrective-action plans to address deficiencies identified during CRAVs and assist visits.
5. Review CRAV checklists for updated guidance at least every six months and assist the CRAV Lead with publishing current checklists to the designated CRAV SharePoint site.
6. Prepare and submit typed assessment reports to the PRAT Lead during the same week as each assist visit. Reports shall identify program status, checklist findings, training provided, and recommended corrective actions.
7. Maintain working proficiency in applicable Navy systems, including:
• Alcohol and Drug Management Information and Tracking System (ADMITS);
• Internet Forensic Toxicology Drug Testing Laboratory (iFTDTL);

8. Serve as a PRAT subject-matter expert and remain current on applicable DAPA, UPC, urinalysis, and personnel program policies and guidance.
9. Support the assessment of shipboard programs for compliance with applicable requirements contained in COMNAVSURFPAC/COMNAVSURFLANT Instruction 5200.2, OPNAVINST 5350.4E, approved CRAV checklists, and other current Government-provided guidance.
The contractor shall be prepared to perform work at Naval Base 32nd Street and aboard Surface Ships during required assist visits. The anticipated effort includes continental United States and international travel to Everett, Washington; Pearl Harbor, Hawaii; Yokosuka, Japan; and Sasebo, Japan. Personnel performing international travel shall possess a valid passport.
