About this file

This is a Brand Name Justification memorandum dated 15 July 2026 for the Naval Surface Warfare Center Panama City Division (NSWC-PCD), Code 024, located at 110 Vernon Ave., Panama City, FL 32407.

The memorandum justifies a firm fixed price contract award to Technologies for Tomorrow for the procurement of two (2) TFT3U-1P1S1G0D-10780N TFT Compass CSB Xeon 6 3U Rackmount Systems. The detailed system specifications include Intel Xeon 6745P processors with 32-core/64-thread capability, 256GB DDR5-6400 ECC RDIMM memory, 1200W power supplies, dual 80mm front intake fans and dual 60mm rear exhaust fans, GigaComputing MS04-CE0 Xeon 6 motherboards with 12 SATA3 ports via SlimSAS, 8 DDR5 DIMM slots, and PCIe 5.0 support. Additional components include Broadcom HBA 9600-24i tri-mode storage adapters, Intel dual-port 10G network adapters, PNY NVIDIA Quadro RTX4000 Ada graphics cards with 20GB GDDR6, IcyDock hot-swap enclosures, and various peripheral controllers. The systems include vibration/shock remediation, testing, configuration, QA, and 3-year parts/labor depot warranty with advanced parts replacement.

This simplified acquisition is estimated at greater than $25,000 but not exceeding the $350,000 simplified acquisition threshold and will be funded through FY26 RDT&E funding. The justification asserts that Technologies for Tomorrow is the only brand capable of meeting the Government's performance requirements, as selecting an alternative brand may result in system performance failures and mission failure. The memorandum indicates no significant cost savings are expected through competition and that market research was not conducted. The requirement will be synopsized on sam.gov due to the estimated value exceeding $25,000.

This acquisition will be conducted using simplified acquisition procedures with a total estimated value greater than $25,000. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00. The contract action will be funded through FY26 RDT&E funding.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service.

Authority: FAR 6.103-1(d), Application for brand-name descriptions.

The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the item(s) listed in Paragraph 3 of this document.

If another brand were to be selected, the system may not perform as required, resulting in mission failure.

As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.

Therefore, it is in the Governments’ best interest to acquire the Technologies for Tomorrow brand.

5. A determination by the ordering activity contracting officer that the order represents the best value, consistent with the commercial evaluation procedures in FAR 12.203.

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Technologies for Tomorrow is the only brand that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov because it is estimated greater than $25,000.00.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Technologies for Tomorrow is the only brand that can meet this requirement.
