The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Lowest Price Technically Acceptable - Offers will be ranked lowest to highest according to price. A price analysis will be conducted to determine whether the lowest price will result from a single award or multiple awards. Based on the price analysis, the lowest price offer or multiple offers, will be forwarded to the requiring activity for technical evaluation (offer(s), in accordance with the specifications, will be deemed either technically acceptable or technically unacceptable). If the lowest price offer or offers is found technically acceptable and the pricing determined fair and reasonable by the Contracting Officer, evaluation will be deemed complete and award will be made based on the lowest price offer(s). If the lowest price offer is determined technically unacceptable, another analysis will be conducted amongst the remaining offers to determine if a single or multiple awards will provide the lowest price. The lowest price offer(s) will be sent for technical evaluation. This process is repeated in order of price until an offer or combination of offers is deemed technically acceptable and price is determined fair and reasonable.

STATEMENT OF WORK

TITLE: Procurement of Charter Boat Support for the LOOP/OCCUR NRL projects

I. Background Information

OCCUR and LOOP are 6.1 and 6.2 NRL base program projects. The research activities of these projects include the deployment of an underwater vehicle (Iver 3), drifters and underwater targets in coordination with an airborne and spaceborne lidar. These deployments must be conducted across a range of water turbidity conditions to increase their statistical significance in general and, specifically, to understand the impact of water attenuation on lidar data. We did deploy a boat at Pax River (muddy water) in FY25, and we'll have to go farther to reach clearer water. The clearest water at a reasonable distance is in the

Florida/Bahamas area, and we need a boat and crew with experience operating in these waters. In addition, the boat should have a structure that allows for an easy deployment or recovery of the Iver 3.

Structures such as an A-frame or a motorized swim platform are sufficient.

II. Scope

The contract is for the procurement of charter boat support services required to deploy and recover oceanographic instruments in the waters near the Bahamas in support of the NRL's field mission.

III. Objectives

The specific objectives and anticipated end results of the proposed project are:

• Provide daily transport to NRL employees so that they can deploy between 1 to 3 underwater vehicles (Iver 3), drifters and underwater targets at a specific time and place in the vicinity of

Nassau, inside the AUTEC range.

• To provide transportation of NRL employee while they gather ocean current profiles and bathymetry data in specific areas of interest.

• The deployment of these instruments either individually or in coordination with the aircraft and satellite instruments will provide enough data to achieve the base program project objectives planned for this Fiscal Year.

IV. Services to be performed or specification of items to be procure.

The contractor shall independently perform all work and furnish all labor, materials, supplies, equipment, and services (except as otherwise specified in the contract) to perform the following services:

A. Specific Requirements

1. Provide a vessel capable of operating for a minimum of 18 days, with an additional 4 days allocated for rest or weather delays.

2. The vessel must be capable of departing from and returning to the same port (Nassau or

Autec, Bahamas) daily.

3. Daily on-water operations will last approximately 12 hours from port departure to return.

4. The vessel must safely carry a minimum of 2 Iver-3 underwater vehicles, 2 drifters, 3 underwater targets (approximately 1 meter long each), and associated scientific equipment including laptops and Pelican cases.

5. The vessel must be able to operate within a minimum range from Nassau (i.e. 2-3 hour one-way transit time when required).

6. Desirable features for the vessel include Starlink, VHF, and UHF communication systems, and a transom with a motorized swim platform for instrument deployment and recovery.

B. Reports & Deliverables

The primary deliverable is the successful completion of the charter service, enabling the daily deployment and recovery of scientific instruments as directed by the on-site NRL personnel. No formal reports from the contractor are specified.

C. Provide a parts lists that are to be procure or maintained.

This is a service contract; no parts are to be procured or maintained by the contractor.

V. Period of Performance

The period of performance will be for a minimum of 22 days (18 operational days plus 4 weather/rest days) between the dates of May 15, 2026, and June 5, 2026.

The services will be performed out of Nassau, Bahamas, or Autec, Bahamas.

VI. Deliverables

Items are to be delivered to the following location and point of contact:

ADDRESS:

Nassau, Bahamas or Autec, Bahamas (Specific port to be determined)

VII. Inspection and Acceptance Criteria

The items/services listed in the scope of this document must be received and in full working order to be accepted as final by NRL. The charter vessel and its crew must be fully operational and capable of meeting all requirements as stated in Section IV for the duration of the agreed-upon service period. Acceptance is contingent upon the successful completion of the daily mission objectives as directed by the NRL POC.
