About this file

This document is a Description of Supplies for the United States Naval Academy (USNA) Department of Ocean and Atmospheric Sciences, seeking to procure JaiaBOT Micro-Unmanned Underwater Vehicle (UUV) Multi-Vehicle Pods for FY26. The procurement includes 8 JaiaBot-HYDRO with Iridium, 5 JaiaBot-BIO (C-FLUOR – fDOM no pH), 5 JaiaBot-PAM with acoustic edge processing with Iridium, along with associated control systems, cases, and training. The Micro-UUVs must be lightweight (<10 kg), less than 1.25 m long, deployable by a single person, capable of autonomous and remote-controlled missions, and able to collect high-resolution biogeochemical, hydrographic, and passive acoustic data from coastal marine systems.

The solicitation requires delivery within 60 days of contract award to the USNA Department of Ocean and Atmospheric Sciences in Annapolis, MD. Contractors must be authorized JaiaBOT resellers and deliver materials during business hours (0730-1500), Monday through Friday, excluding federal holidays. The equipment will support undergraduate U.S. Navy Midshipmen education in meteorology, supporting major courses, faculty-led projects, and research in coastal oceanography and underwater acoustics. The package includes on-site training, engineering support, and shipping, with the requirement that the platform be open-source, customizable, and compatible with Windows 11, Linux, MATLAB, and Microsoft Excel.

Description of Supplies

United States Naval Academy (USNA)

Department of Ocean and Atmospheric Sciences

FY26 JaiaBOT Micro-Unmanned Underwater Vehicle (UUV), Multi-Vehicle Pods

1. Background.

To support its academic mission of educating undergraduate U.S. Navy Midshipmen in the field of meteorology, the Department of Ocean and Atmospheric Sciences at the United States Naval

Academy (USNA) requires a package of JaiaBOT Micro-Unmanned Underwater Vehicle

(UUV), Multi-Vehicle Pods by capable of autonomously collecting high resolution biogeochemical, hydrographic survey, and passive acoustic data from coastal marine systems.

Data collected with the JaiaBOT Micro-UUV Multi-Vehicle Pods will be used in support of

Department of Ocean and Atmospheric Sciences major courses, faculty-led, Midshipmen hands-on, project-based learning and Capstone and Independent research in the fields of coastal oceanography and underwater acoustics. The JaiaBOT Micro-UUV Multi-Vehicle Pods will be operated and maintained using existing supplies, software, and systems owned by the USNA

Department of Ocean and Atmospheric Sciences.

The proposed acquisition is to purchase equipment that meets the following system technical specifications and requirements: The Micro-UUV Multi-Vehicles shall be lightweight (<10 kg) and less than 1.25 m long and deployable by a single person. They shall be able to be controlled remotely and also programmable for autonomous missions. Individual Micro-UUVs shall be able to travel underwater or at the water’s surface at speeds > 2.5 m/s with a positional accuracy of 3 m or better and depth rating of 50 m or greater. Instead of continuous underwater transit, the

Micro-UUV platform shall travel mainly at the surface and be able to ‘casts’ downward through the water column to collect high-resolution water column profile data and data on depth and sediment type. Each Micro-UUV shall be able to operate independently or as part of a group of multiple vehicles (3 or more). Control and autonomous mission planning software shall be provided that allows for multi-vehicle mission planning and execution. The Micro-UUVs shall be mesh-network capable and able to be operated in mission-specific groups, or pods, resembling

UUV swarms as a multi-hub, multi-platform system. The Micro-UUV package shall include a single pod or multiple pods of vehicles capable of collecting high-resolution hydrographic survey data (depth, currents, sediment type), passive acoustic monitoring data, biogeochemical data

(conductivity, temperature, dissolved oxygen, turbidity, fluorescent dissolved organic matter

(fDOM) collection at the surface and at depth. The Micro-UUVs shall have onboard memory for data storage and shall use a combination of radiofrequency and/or iridium satellite for vehicle control and data telemetry. Data formats be compatible with Windows 11 and/or Linux and common software platforms like MATLAB or Microsoft Excel. Mission planning and control software shall be open source and be able to be modified by the USNA Department of Ocean and

Atmospheric Sciences for custom applications without any proprietary restrictions. Likewise, the platform shall be customizable by the USNA Department of Ocean and Atmospheric Sciences to include adding new sensors or attachments without permission from the vendor or manufacturer.

On site training support shall be included along with limited engineering support. All shipping and freight charges shall be included. The Micro-UUV package shall be operated and maintained using existing supplies, software, and systems currently owned by the USNA Department of

Ocean and Atmospheric Sciences.
