About this file
This Justification for Non-Competitive Procurement (JNCP) is for preventive maintenance services for diesel generators at the Naval Information Warfare Center - Pacific's RDT&E Operations Center in Bayside. The procurement involves annual service maintenance for three specific generators: an MTU 6R0225 DS350, a Kohler 350REOZV, and a Caterpillar XQ400, along with their associated transfer switches and engines. The total estimated value is $47,340, and the procurement is being pursued as a sole/limited source procurement with Global Power Group, Inc. due to their Kohler certification.
The justification emphasizes that only Kohler-certified companies are authorized to perform maintenance on these generators, as using non-certified parts or services would void warranties and create unacceptable risks of equipment failure. Market research conducted identified several generator maintenance companies in the San Diego area, but none were Kohler-certified. A previous experience with a non-Kohler-certified vendor resulted in costly damages, further supporting the selection of Global Power Group, Inc. The Naval Information Warfare Center will continue to monitor the market for potential alternative vendors and assess emerging generator technologies for future procurements.

FOR ACTIONS < SIMPLIFIED ACQUISITION THRESHOLD (SAT)
JNCP#: JNCP-3661
PR/Solicitation Number: 1301286144 Code: 82300
1) Agency, Contracting Activity and Purpose: Naval Information Warfare Center - Pacific, Justification for
Other than Full and Open Competition.
2) Description of the Supply or Service being procured, its intended use and anticipated/estimated value
a. The vendor shall provide preventive maintenance services for the diesel generators in accordance with the Statement of Work. These generators support the Naval Information Warfare Center Pacific RDT&E Operations Center located in Bayside, Building 1 (Rooms A223, B103, and B159). The generators ensure continuous backup power to sustain critical 24/7 operations in the event of a major power outage.

3) Possible Authority for Non-Competitive Procurement
Sole/Limited Source Procurement ((Sole Source: Only one source exists with no known distributors of the required product or service. Only One Responsible/Capable Source IAW either FAR 8.405-6(a), FAR 13.106- 1(b) or FAR 16.505(b)(2)).

4) Reason for Non-Competitive Procurement
Unique or highly specialized requirement/Only one source reasonable available
5) Provide rationale and justification regarding the above selection.
Only Kohler-certified companies and technicians are authorized and qualified to perform preventive maintenance and repairs on these generators. Use of non-Kohler-certified parts or services would void manufacturer warranties, increase lifecycle costs, and create unacceptable risks of equipment damage and failure. Kohler-certified parts are engineered and tested specifically for these generators to ensure proper functionality and reliability. Third-party parts and services introduce a substantial risk of generator non-start during critical power outages, which would jeopardize continuous operations at the ROC and NEDC and could result in millions of dollars in lost productivity and severely degrade support to the Navy Warfighter. Accordingly, only Kohler-certified vendors can meet the Government’s minimum requirements.
A previous requirement utilizing a vendor other than Global Power Group, Inc. resulted in large expenses due to damages done to the generators by the third-party vendor. It is imperative the services are provided by Global Power Group, Inc. to avoid another costly error by a separate third-party entity as they are the current maintenance providers for the generators and are Kohler certified.
6) Describe the Market Research conducted.
Market research was conducted in accordance with FAR Part 10 and completed in the fourth quarter of FY25. The Government reviewed available sources through internet searches, industry outreach, and prior contract history to identify potential vendors in the San Diego area. Businesses identified included Global Power Inc., Bay City Electric Works, Duthie Power Services, and Collicut Electric. While these companies provide general generator maintenance, none are Kohler-certified and therefore cannot supply OEM parts or manufacturer-authorized services required to meet the Government’s minimum needs. Only Kohler-certified vendors are authorized to perform preventive maintenance using certified technicians and OEM parts, ensuring compliance with warranty requirements and reliable generator performance. Based on this research, the use of a brand-name Kohler-certified source is necessary to ensure mission-critical continuity of operations.
7) Any other information of facts supporting the justification to limit competition not described elsewhere on this form (i.e. international agreement).

8) Provide a statement of actions that will be taken to remove or overcome any barriers to competition prior to any future procurements for this Supply or Service.
Code 82300 will continue to monitor the market for potential vendors employing Kohler-certified technicians.
In addition, Code 82300 will assess emerging generator technologies and alternative solutions that could meet the mission-critical backup power requirements of the ROC (RDT&E Operations Center) at Naval Information Warfare Center Pacific.
