About this file
The document is a Statement of Need (SON) for injection molding production of a novel amalgam separator by NAMRU-SA's Environmental Surveillance team. The sole source procurement is for ARRK North America Inc. to produce 25 units of each of 6 custom components, leveraging their existing Non-Disclosure Agreement (NDA) and protecting the proprietary design covered under Navy Case 212,263 and U.S. Provisional Patent Application Serial No. 63/704,271.
The procurement is critical to NAMRU-SA's mission, supporting the development and commercialization of an amalgam separator for military dental treatment facilities to improve safety, cost efficiency, and wastewater mercury abatement. Delivery will be to NAMRU-SAN ANTONIO at Building 3611, 3400 Rawley E. Chambers Avenue, JBSA FT Sam Houston, TX, with delivery hours Monday-Friday from 0800-1500. The project is currently funded, with ARRK North America Inc. identified as the sole source vendor, located at 4660 La Jolla Village Drive, Suite 100 & 200, San Diego, CA 92122.

In accordance with FAR Part 7 – Acquisition Planning, we must address the requirement to specify needs, develop specifications, and to solicit offers in such a manner to promote and provide for full and open competition with due regard to the nature of the supplies and services to be acquired. This document supports these efforts and to those required by FAR Part 11 – describing agency needs for the purpose of acquiring product(s) and/or service(s).

2. SCOPE
☐ Brand Name or Equal ☐ Brand Name ☒ Sole Source ☐ N/A
Need Description:
The requirement is for a sole source fixed price purchase of injection molding prototypes produced by ARRK, holder of an NDA with NAMRU-SA for the protection of the proprietary design for a novel amalgam separator (Navy Case 212,263; U.S. Provisional Patent Application Serial No. 63/704,271 filed October 7, 2024).
Brand Name / Brand Name or Equal:
Manufacture/Brand: ARRK North America Inc.

Salient Characteristics (description of physical, functional, or performance features):
Custom tooling and production for all 6 components of the amalgam separator with 25 units of each component. Due to the sensitivity of the amalgam separator design, this work must be completed by an entity covered under an NDA such as ARRK North America Inc. Additionally, this work requires customized tooling methods for injection molding based on the amalgam separator design which cannot be completed by any other group without needlessly exposing proprietary information and threatening full patentability.
