Naval History and Heritage Command National Museum Project Division

National Museum of the United States Navy Statement of Work

TASK

Task Title: Project Management, Development, Fabrication, Travel, and Installation of Interactive Audio-Visual Exhibit and Supporting Material Surrounding the Navy’s 250th Birthday Events in Philadelphia, PA.

1.1 SCOPE:

The National Museum of the United States Navy (NMUSN) under the Naval History & Heritage Command (NHHC) requires the development, fabrication, travel and installation of an immersive traveling audio-visual exhibit highlighting 250 years of Navy History, while promoting the new National Museum of the United States Navy. The exhibits will utilize existing content which has been designed by the NMUSN Exhibits Team, along with resources from the Naval History and Heritage Command located on the Washington Navy Yard and publicly available material from the Defense Visual Information Distribution Service (DVIDS) and the Navy Art program. Concept and fabrication will occur based on the specifications of existing NMUSN style parameters and content, as well as collaborative, written feedback during the design process. The identified venue for the traveling exhibits in Philadelphia is 100 Independence Mall West.

2.0 TASKS

Project Management Contractor to provide project management and oversight for the successful concepting, planning, production, and execution of a traveling, fully immersive, audio-visual exhibit in all areas which are not inherently governmental work. The Contractor shall ensure compliance with the timeline and milestones by scheduling and managing necessary meetings established to review and integrate fine art, video, graphics, deliverables and all required information into the Design Development package. Additionally, it is incumbent upon the contractor to obtain, execute, and manage the short-term lease for the exhibit space, licenses, agreements, and permits necessary for the installation of the exhibit at 100 Independence Mall West in Philadelphia, PA.

Exhibit Design Contractor to work in close conjunction with NMUSN to expand upon a fully developed exhibit, “We Have the Watch.” The current exhibit, as installed in NMUSN, is designed for a 900 square foot space, utilizing an Aluvision framing system with 45 hardback panels, 21 hardback “plaques”, 13 SEGs, eight casework elements, two AV elements, and seven props, but can be expanded into 1200 square feet with an alternative floor plan. The design expansion is to include development of up to an additional 100 linear feet of content focusing on personal stories of notable sailors throughout the Navy’s history and up to seven additional artifacts. Existing digital production files, content, artifacts, and props will be provided to the contractor by NMUSN.

Contractor to also design a traveling exhibit of 900 square feet based upon the “Future Navy Museum Campus” exhibit produced by, and currently installed in, the NMUSN.

The current exhibit is roughly 750 square feet consisting of 65 hardback panels of varying size, three artifacts in casework, and one AV element. The desired new content will focus on why the museum is necessary, what it will bring to the community, and to preview the type and quality of exhibits that the public can expect from the National Museum of the United States Navy. In order to preview the types and quality of exhibits that the NMUSN will house, an “incubator exhibit” will need to be fully concepted and developed by the contractor and NMUSN staff and will showcase the capabilities of the Naval History and Heritage Command’s Underwater Archaeology division through the display and interpretation of recently recovered artifacts and media elements such as 3D scans.

In addition to traditional exhibit design work, multiple trade show exhibits are needed.

Contractor will work closely with NMUSN Graphics to modify existing content or create new content for a simplified Navy 250 celebration campaign. Trade show exhibit components include, but not limited to: 10-10’xbanner stands, backdrop displays, pop-up displays, lighting, and A/V elements. Trade show exhibits will need to be designed and fabricated NLT 29APR25.

Contractor to work in close conjunction with NMUSN Curatorial and Graphics staff to concept and design a new Audio Visual Interactive with an overall footprint up to 1200 square feet. NMUSN requires a state-of-the-art multimedia experience utilizing the latest in either LED or ultra-high resolution projector technology installed in either a geodesic dome no less than 16.5 feet in diameter or in a LED portal configuration no less than 28 feet in length and 10 feet in height. The dome or portal configuration must be able to support 8k video resolution.

The content for the A/V Interactive will place visitors into the role of an “everyday sailor” throughout Navy history, standing watch and witnessing history unfold. There will be five to eight vignettes of historic Navy moments displayed in either the “dome” or “portal” element, utilizing animated Navy art, photographs, and historical video controlled via a central station/monitor that will also be capable of displaying personal stories and historical information of the view on screen. These animated vignettes will utilize the latest in projection mapping, rotoscoping, and other techniques to achieve an experience which will transport visitors throughout history. Each vignette runtime to be between one and five minutes. Contractor will also be responsible for. Contractor will be responsible for procurement of the dome or portal component, as well as associated support equipment and all media production.

Examples of such historic moments with notable artwork, photographs, or video are:

The Battle of Flamborough Head (Bonhomme Richard), The Great White Fleet, The Battle of Midway (planes in the sky), the recovery of the Apollo 11 astronauts, etc. The Exhibit must be able to travel to multiple venues and possess the ability to scale up or down the scope and physical footprint in the future.

Exhibit Fabrication and Component Purchase

Contractor to fabricate all exhibits agreed upon during the design phase. Contractor is responsible for all material and equipment acquisition. All materials and equipment will meet industry standards. Contractor is responsible for developing and integrating all A/V elements of the exhibit. Training of NMUSN staff on assembly/disassembly, operation, and basic maintenance to be provided by the contractor prior to installation. The exhibit content, equipment (dome or portal), and supporting infrastructure are to be fully purchased by NMUSN, including any necessary licensing.

Web Exhibit Contractor to develop a modern interactive website capable of being maintained and updated by NMUSN staff, along with a webhosting solution. Website must comply with 508 accessibility standards and DoD cybersecurity requirements. Web content will mirror the interactive AV exhibit content and design.

Translation and Transcription Services Contractor to provide translation and transcription of all written and audio content into:

Spanish, Tagalog, Vietnamese, Polish, and Mandarin. The degree of integration of translation and transcription into exhibits will be determined during the exhibit design phase.

Travel, Installation, Deinstallation Contractor to provide all logistical planning for travel, installation, and deinstallation of entirety of exhibit in Philadelphia, PA for the Navy 250th Birthday celebration. Installation must be no later than 26SEP25 at 100 Independence Mall West. Deinstallation to begin no later than 26NOV25. Return travel will be from Philadelphia, PA to the Washington Navy Yard in Washington, DC.
