This justification document is in accordance with FAR 13.SOl(a).

l

The requirement will be synopsized and publicly posted to the Federal Business Opportunities (FedBizOps) website. The anticipated value of the acquisition is $

This action is a new firm-fixed price (FFP) order citing FY18 Service Cost Center (SCC) funding .

3. Description of Supplies/Services

Naval Surface Warfare Center Carderock Division (NSWCCD) , Code 1041, Ship Engineering and Analys i s Technology Center (SEATech) is seeking to acquire a storage expansion of the existing unclassified Panasas mass storage systems. The data stored on these systems will be used to support the CREATE Project and the Columbia Class, Virginia Class, and DDG-1000 Programs. This acquisition will bring needed storage capacity improvements.

4 . Statutory Authority Permitting Other Than Full and Open Competition

10 u.s.c. 2304(c) (1), "The property or ser vices needed by the agency are available from only one responsible source or only from a limited number of r esponsible sources and no other type of property or services wi ll satisfy the needs of the agency . " FAR

6. 302-1 (cl .

While only one s ource is capable of ma nufacturing the required supplies, that source has federally authorized sellers who may also compete f o r the contract.

5 . Identification of Limited Justification Rationale

This purchase must be hardware and software compatible with the existing Panasas mass storage sys t ems, as it will be fully integrated with them. Hardware manufactured by other companies is not compatible with the existing Panasas hardware. Also, even though Panasas has authorized resellers, only Panasas-employed technicians may support the hardware . Any effort to change to a different manufacturer's system and associated support would not be cost-effective and would negatively impact the Division's fleet support operations.

If a different vendor were selected, both of the unclassified mass storage systems would have to be replaced with hardware from the alternate vendor, which would require an expenditure of about $ to replace the existing storage systems with the new systems, based on the original purchase price of approximately $ for the existing systems. The new systems would require a Capital Improvement Purchase (CIP), which would not happen until at least FY25 (and possibly later), and would result in significant labor costs (from -$ to over -$ and fees (-$ plus $ /line item, at FYlB prices) for the purchasing and acquisition process. Additionally, the existing hardware would quickly fill to 100% capacity during the extended delay in procuring new hardware which would significantly impact the work of Carderock Engineers and Naval Architects. Without available storage and delays increased costs would be incurred in the projects that SEATech supports, such as the CREATE, Columbia Class, Virginia Class, and DDG-1000 Programs.

6. Description of Efforts Made to Solicit Offers from as Many Of ferors as Practicable

A Sources Sought was posted on FedBizops for a period of 10 days in accordance with DFARS POI 206.302-l(d). There were two responses received. The responses were from AITA Technologies, Inc. and TVAR Solutions, LLC.

Panasas is the sole manufacturer of Panasas mass storage systems.

However, Panasas is not the sole distributor and has a limited number of authorized resellers. Panasas provided a list of its approved partners from whom quotes may be solicited. These authorized resellers include, but are not limited to, the following Small Businesses: Penguin Computing, Inc.; StorageHawk;

Thundercat Technologies, LLC; TVAR Solutions, LLC; Four Points Technology; FCN; ACE Computers; Alpha Six; and AccessAgility, LLC, and AITA Technologies.

7. Determination of Fair and Reasonable Costs

The Contracting Officer will determine that the proposed order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs.

8. Actions to Remove Barriers to Competition

NSWCCD will likely have reason to solicit similar supplies/services in the future. If other vendors are identified by Panasas as authorized resellers of Panasas products, these vendors may be considered in future solicitations. If barriers to compatibility among non-Panasas hardware/software manufacturers can be eliminated at little or no additional cost, non-Panasas supplies may be considered for acquisition in future solicitations.

The circumstances surrounding the need to obtain the required supplies/services without providing full and open competition will be reviewed annually by the Contracting Officer .
