4. Rationale Justifying Use of Cited Statutory Authority
The basis for this Sole Source Service justification is to ensure that the Worthington VTE Pump repair is done to the strictest standards by the proprietary manufacturer of the VTE pump. Flowserve Solutions Group purchased Worthington Pumps and maintains the original proprietary drawings and the specifications for this pump. Cummings-Wagner Annapolis Junction has been designated by Flowserve Solutions Group as the only authorized vendor to per n Pumps . Cummi red and rebuilt a “sister” pump in

Many Offerors as Practicable
A Market Survey was conducted to find a vendor who was capable and authorized to repair the first Cummins-Wagner pump. Questions of drawing availability and other technical data made finding such a vendor impossible and, as a result of the FEDBIZOP listing in FY ‘13, no bids were received.
Cummins-Wagner Annapolis Junction was established as the repair service for Cummins-Wagner Motors/Worthington Pumps, valves and pumps. No other vendor is capable or authorized to conduct these repairs.
6. Determination of Fair and Reasonable Costs
The Contracting Officer will determine that the proposed order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs.
In FY13 under PO# 4530411502, NSWCCD contracted Cummins- Wagner Annapolis Junction to repair a similar Worthington VTE Pump. Thus, Cummins-Wagner Annapolis Junction is familiar with the pump’s specifications and other technical data including access to all pump drawings.
7. Actions to Remove Barriers to Competition for the is authorized by Flowserve, NSWC Carderock will assess whether competition for future requirements is feasible.
The circumstances surrounding the need to obtain the required services without providing full and open competition will be reviewed annually by the Procuring Contracting Officer (PCO)
