T1. J&A Description:

J&A Number: (09-480) Acquisition Name: AMPEX miniR700 recorder

T2. Technical Point of Contact·

T3. Concisely describe the nature of this acquisition (i.e. What the item or service is and what function it will perform):

This contract is to procure an AMPEX miniR 700 recorder for the MH-60R Romeo Sea Hawk Helicopter Platform in support of data acquisition of the Automatic Radar Periscope Detection and Discrimination (ARPDD) Radar program. This recorder is required to record radar and Forward Looking Infrared (FUR) RS-343 two-color processed video, RS-170 monochrome raw video, and radar RS-232, RS-422, RS-485 video, Radar and FUR audio, 1553B Bus traffic, and be able to record ARINC-429 across 16 channels. This recorder will be used in a passive mode to sense the Internet Protocol (IP) addresses between Client and Server so the pertinent radar data can be recorded. This recorder also needs to be compatible with several existing AMPEX recorders that already support the Acoustics Program on this same MH-60R platform.

This recorder will be used as the basis to support the Avionics and Instrumentation Community as well as the Research, Development, Testing and Evaluation (RDT&E) community to help develop this versatile recorder as a strong candidate for the United States Navy to satisfy future Chapter 10 requirements. The AMPEX miniR700 recorder will support Contractor and Government early demonstration flights when it records multiple radar parameters so that the flight data recorded can be used to help conduct flight data analysis to determine the operability and suitability of the ARPDD radar in flight. During USW exercises, this recorder will integrate radar data with a second existing AMPEX recorder gathering acoustics active data to determine through analysis that periscope radar detection along with periscope search through acoustics processing can perform the submarine search mission. The AMPEX miniR700 recorder is uniquely qualified to provide this recording capability because it is specially designed to record flight parameters across the aircraft BUS traffic to include all interested video and audio channels. Compatibility with the existing acoustics AMPEX miniR700 recorder and the addition of recording FUR video and audio and being the basis of a Chapter 10 decision makes this recorder uniquely required to support Developmental and Operational testing.

This contract will be for one AMPEX miniR700 recorder with a Multiplex/Demultiplex, several video and audio channels that can record video and audio of specific interest, a Cockpit Control Unit, High Defintion Interface Unit, an Encoder, and four 224GB and 14 GB Memory Modules with cases.

IZIlnsufficient Technical Data and / or Rights: The Government does not possess adequate data and / or the rights necessary to competitively award this requirement.

• Explain why the technical data is necessary for this acquisition:

Technical data is necessary for this procurement in order to ensure compatible data flow between radar, FUR and acoustics subsystems between this recorder and other Ampex recorders already procurred.

D No, explain:

[gI Substantial Duplication of Cost (fodollow-on actions only): The above source is deemed to be the only source available because an award to a source other than the original provider would result in a substantial duplication of cost which would not be recovered through competition.

•An estimated $ 138,370.00 worth of work would be duplicated.
•Explain in detail how this amount was determined.

The $138,700.00 worth of work that would be duplicated includes replacing already existing hardware and software already purchased and matured from AMPEX for the MH-60R program in support of Acoustics. The ARPDD radar program's requested AMPEX recorder needs to be able to communicate with this existing recorder during combined DT/OT transition flight testing. The breakdown for the $138,370.00 worth of work that would be duplicated includes $118,370 for purchasing different acoustics recorder hardware and memory modules, and $20,000 of dollars in new labor, unnessary retooling , and lost flights if the Navy lost flight time, had to duplicate test efforts and had to reprogram the data reduction tools already in place.

[gI Unacceptable delay of work (for follow-on actions only): The above source is deemed to be the only source available because an award to asource other than the original provider would result in an unacceptable delay in fulfilling the Government's requirements.

• Going to another source would create a delay of populating our instrumentation rack and ensuring we have the proper recording capabilities once the rack is instrumented in the aircraft. Our rainbow chart and milestone schedule show that we must have our recording ability in hand and instrumented by first Developmental flight currently scheduled for 1 April 2010. Under PMA-299 air tasking, the milestones are set by the PMA-299 ARPDD Program Office. The milestones are both mission and schedule driven via their multi-year

J&A Template: One Source v1 F programmatic goals and long-term Rainbow Chart. The AMPEX Recorder needs to be delivered and integrated on the aircraft instrumentation rack for first flight planned on established deadline of 1 March 2010. The Contractor would have 90 days after contract award for delivery of the needed item~, and the program would still be on schedule. Delays beyond Dec 1st 2009 may result in program milestone delays. Going to another source and establishing a compatibility with current Ampex recorders and designing new software scripts to be able to process the data in our DART Lab would not allow time to prepare and the result would be missed objectives and project milestone delays.

• Explain in detail how this delay estimate was determined.

The current Ampex recorders required 6 months of design so that it would be able to properly record the video, the audio, and the 1553 bus traffic from the aircraft. The software scripts also had to be designed in the DART lab so a proper playback capability would be achieved and so flight data could be analyzed in a timely manner. If we had to start with a new recorder system, the platform would require a similar design timeframe so it can be compatible with the current Ampex recorders.

• Explain in detail how the Government would be unable to meet its requirements by this delay.

Developmental Testing/Operational Testing (DT/OT) needs to commence by 1 April 2010. This demonstartion testing is condensed and will be followed by DT/OT integrated 'flight testing followed by Fly fix-fly testing and then OT final acceptance testing. If all milestones are to be achieved in the timeframe specified, flight test delays cannot be tolerated. If the Navy had to start with a new vendor recording system that had to achieve compatibility with our current Ampex recorders, then new scripts would have to be revised and run in our data acqusition lab, followed by rack design changes including mechanical and electrical interfaces and compatibilty within the aircraft architecture. The effort would exceed our required milestone, 4 months upon receipt of the recorder, based on the time it took to accomplish the same objective with our current Ampex recorder. Given that, the Navy's first flight would be delayed by several months waiting on delivery of a new unit, causing severe milestone delays.

• Describe the specified source's ability to provide the needed supplies / services within the necessary time'frame.

If we procure an Ampex recorder, then no new radar scripts would need to be run in our Data acquisition lab because that work has already been completed from our previous acoustics Ampex recorder and therefore compatibility between recorders wouldn't be an issue.

Lastly, the electrical and mechanical interfaces wouldn't have to be redesigned because they have already been built to Ampex recorder specifications and identical recorders can communicate together when each records specific data, whether it is for radar, acoustics, or FUR.

Given that, the Navy would receive a recorder from Ampex and it would be essentially plug and play and would be ready in a manner of weeks

J&A Template: One Source v1 F and in time for first flight by 1 April 2010 if we had a delivery date for this recorder even as late as early March 2010.

IZI Other:

• Specify why only the stated source can provide the above supplies or services.

Data that is being recorded by our current Ampex recorder is currently being utilized for tests and evaluation. Extensive software manipulation has been completed to ensure that the data that is collected is compatible with current data reduction processes and tools at hand. The MH-60 includes multiple mission systems and the need for this purchase is to have a recorder designed to support the ARPDD radar mission and that would include support for the FLiR mission as well. This Data Acquisition unit thus would meet the needs of a minimum 3 inter-related missions that would be compatible with one another based on the work' already completed from the acoustics mission. This particular unit is nearly identical to 2 other previous recorders already purchased to support the MH-60 platform. This current Ampex Recorder would be compatible with our instrumentation systems and existing recorders. This compatibility thus eliminates costly delays and compatibility problems that would be assumed if we had to redesign our data recording system using a new vendor. It is a cost the Navy and Marine Corps would not have to incur if the Government a""arded to Ampex Data Systems procurement, the sole manufacturer of the miniR700 recorder.
