WHO? Who Is the only source?

T8. Ravtheon Missile Svstems is the only source that can provide the above supplies or services and no other supplies or services will satisfy the program's requirements.

WHY is the source above the only one that can fulfill the requirement?

In accordance with Title 10 U.S.C 2304(c)(l) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

T9. Onlv the specified source can provide the above described supplies or services due to:

[XI Insufficient Technical Data and / or Ricrhts The Government does not possess adequate data and / or the rights necessary to competitively award this requirement.

Explain why the technical data is necessary for this acquisition:

The JMEWS JCTD will require very extensive weapons systems integration into the Block IV missile. The integration will require specific engineering design data for the TACTOM mechanical, electrical and functional interfaces. The systems and subsystems interfaces will include weight and balance, guidance and control, executive computer control software, and a satellite data terminal, among others.

Does the Government possess all the technical data required to competitively award this requirement?

Yes If Yes, explain why the Government does not possess sufficient data rights for the competition of this requirement:

If Yes, could the necessary rights to the data be purchased?

Yes, the necessary rights could be purchased for an estimated $ This amount was deterrnined by This amount is economically unfeasible due to

No, explain;

IXI No If No, explain why the Government does not posses sufficient technical data to corr~petitively award this requirement.

This engineering design data are not accessible to others because the Government did not purchase Block IV data rights. Since 1994, RMS has been the sole developer, designer and manufacturer for the Tomahawk Missile. RMS solely possesses the current configuration and manufacturing TDP for the Block IV Tomahawk Missile, and RMS currently manages the key design requirements, interface, and integration and verification documents for

I ecnnlcal uocumenrarlon J&A Number - JMEWS JCrD J&A Template: One Source vl C the Tomahawk Weapons System.

If No, could the necessary technical data and rights be purchased?

Yes, the necessary Data and Rights could be purchased for $ d60M.

This amount was determined by a Navy Center for Cost Analysis (NCCA) report completed in December 1997 and in conjunction with NAVAIR-

4.2 and the Program Office which estimated that procurement of an adequate technical data package for competitive purposes, as well as the duplication of costs that would be incurred for tooling, test equipment and qualification of another source, would be approximately $1 30M (FY03 TY$). 'This analysis, based on actual costs from prior similar missile programs, coupled with the quantities planned for procurement under the LRlP and Full Rate Production contracts (1991 missiles estimated total) showed that a substantial portion of these costs could not be recovered through competition. Accordingly, a technical data package adequate for competition was not procured. Current program estimates, based upon FY03 inflation rates and special tooling and special test equipment analysis indicates these second source data package procurement costs would now be approximately $160M (FY08 TY$) with first missile deliveries occurring 3 112 years after second source award.

This amount is economically unfeasible due to the total cost of this demonstration effort which is $23M.

No, explain;

Special Toolinq Only the referenced source has access to special tooling which is necessary to fulfill this requirement.

Explain why the special tooling is necessary for this acquisition:

Could the necessary special tooling be purchased?

C] Yes, the necessary tooling could be purchased for an estimated

J&A Template: One Source v l C

Substantial Duplication of cost (for follow-on actions only) 'The above source is deemed to be the only source available because an award to a source other than the original provider would result in a substantial duplication of cost which would not be recovered through competition.

An estimated $$761,000,000.00 worth of work would be duplicated = Explain in detail how this amount was determined If a full SDD development effort were needed to meet this requirement (that is, if a second source were to pursue a separate missile development to carry the JMEWS warhead), such a development effort would carry a price tag of $761M at a minimum (represents the cost of TACTOM Block IV SDD development, escalated to N 1 3 $ as estimated by AIR 4.2).

Unacceptable delav of work (for follow-on actions only) The above source is deemed to be the only source available because an award to a source other than the original provider would result in an unacceptable delay in fulfilling the Government's requirements.

Going to another source would create a delay of approximately Explain in detail how this delay estimate was determined Explain in detail how the Government would be unable to meet its requirements by this delay Describe the specified source's ability to provide the needed supplies / services within the necessary timeframe.

Other = Be specific and delineate why only the stated source can provide the above supplies or services.

@ Yes, it is consistent.

[7 No, explain;

O No If No, why is there not a supporting acquisition planning document?

A supporting acquisition planning document is not required in accordance with DFARS 207.103 (d)(i) 0 Other, explain;

T I 1. Market Research and / or Survev.

Performed

Describe the research and / or survey that was conducted:

[XI Not Performed

No market research or survey was conducted due to: The required effort cannot be described in a manner to promote competition due to the fact that the Government does not own the Block IV technical data and systems engineering knowledge required to develop a competitive package.

T I 2. Follow-on Information: (Required for all actions) o Will this requirement be acquired again?

Yes

If Yes, what is being done to remove barriers to competition?

Nothing, explain:
