About this file
This is a Justification and Approval (J&A) document for a sole-source procurement under 10 U.S.C. 3204(a)(1). The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Contracts Division 023, is awarding a Firm-Fixed Price order through the General Services Administration (GSA) Multiple Award Schedule (MAS) program to Autoclear LLC (10A Bloomfield Ave, Pine Brook, NJ 07058-9831) for X-Ray Baggage Scanners (XRBS) and related equipment and services.
The procurement includes nine 7555DVS (160KV) XRBS systems with associated software packages (auto detection software and threat image projection software for each unit), maintenance supplies (18 tubes of Novagard Versilube G624), tropical weather kits, monitor and power cords, operational test kits, protective covers, roller bed sets, lead acid UPS units, four-year warranties, installation/training/acceptance testing, and freight. Expected delivery is within 365 days of order receipt. The total estimated cost is redacted but includes all shipping. Autoclear LLC is identified as the sole responsible source capable of meeting strict maritime and Force Protection requirements for the Commander Naval Air Force, US Pacific Fleet (COMNAVAIRPAC). The J&A emphasizes that the Autoclear system is already integrated into existing shipboard infrastructure and that alternate systems would create unacceptable technical incompatibilities, safety risks, logistical constraints regarding spare parts and diagnostic tools, and operational gaps in Entry Control Point security. The document was digitally signed and approved on June 9, 2026, by Devon Gormley, Procurement Contracting Officer, 023.1.5.

4. Statutory Authority Permitting Other Than Full and Open Competition.
The authority for restricting consideration for this action is 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
Autoclear LLC is the only responsible source available on the GSA Schedule capable of providing the 7555DVS (160KV) X-Ray Baggage Scanners required to meet the strict maritime and Force Protection requirements of the Commander Naval Air Force, US Pacific Fleet (COMNAVAIRPAC). No other vendor can satisfy the Government's minimum essential technical and interoperability requirements without introducing unacceptable safety risks and technical incompatibilities.
A. Technical Interoperability and Mitigation of Safety/Security Risks The Autoclear system is already integrated into
. Fielding a disparate system from an alternate vendor would create a direct technical incompatibility regarding shipboard logistics and Force Protection posture.
Logistical Footprint: Shipboard space is strictly constrained. Procuring an alternate system requires maintaining two entirely separate proprietary supply chains, spare parts inventories (Consolidated Shipboard Allowance List - COSAL), and diagnostic tools.
Safety and Force Protection Risk: Entry Control Point (ECP) watch standers rotate frequently. Introducing a mix of distinct X-ray software interfaces, threat-alert algorithms, and hardware configurations across the fleet introduces a critical vulnerability. Cognitive overload or confusion operating varying systems during a high-stress security event poses an unacceptable risk to shipboard safety and explosive detection capabilities.
B. Singular Ability to Meet Minimum Essential Characteristics (MECs) Extensive market research, including analysis of industry responses from the preceding solicitation, confirms that Autoclear LLC is the only manufacturer whose proprietary system architecture meets all of the following minimum essential mission requirements for dynamic maritime environments:
Maritime/Semi-Outdoor Survivability: The system must be capable of sustained operation and storage in severe maritime/semi-outdoor environments (e.g., shipboard quarterdecks, hangar bays) without failure.
Rapid Reconfiguration Without RADSAF Delay: Shipboard Force Protection requires ECPs to be highly mobile. The Autoclear system's unique design allows it to be equipped with wheels and relocated dynamically without the requirement for a subsequent, time-consuming radiation (RADSAF) survey. Alternate systems require a recertification survey upon relocation, creating an unacceptable operational gap in ECP security.
Integrated Threat Detection: The system possesses a proprietary, pre-integrated Machine Learning/Artificial Intelligence package specifically tuned for real-time explosive threat detection, which is mandatory to counter modern adversarial tactics. Alternate vendors require third-party bolt-on solutions that degrade system reliability.
Global Sustainment: The vendor possesses the singular proprietary data rights and infrastructure to execute warranty and sustainment services globally (CONUS and OCONUS) for this specific hardware, ensuring zero lapse in critical ECP coverage.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research was conducted to identify all practicable sources for the X-Ray Baggage Scanners (XRBS) 7555DVS and its accessories. The primary intended vehicle for this procurement was the General Services Administration (GSA) Multiple Award Schedule (MAS) program. A comprehensive review of the GSA eLibrary and GSA Advantage! portals were conducted using search terms including "XRBS "X-Ray Baggage Scanners,".
This research confirmed that Autoclear LLC is the only authorized GSA Multiple Award Schedule (MAS) holder for the required X-Ray Baggage Scanners 7555DVS and its associated services.
7. Determination of Fair and Reasonable Cost.
GSA has determined the prices of supplies and services to be fair and reasonable for the purpose of establishing the MAS contract. The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable in accordance with FAR 8.404 Use of Federal Supply Schedules.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NSWC IHD has no plans at this time to compete for future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWC IHD will assess whether competition for future requirements is feasible.
