These items are required to ensure alignment with the existing system from a compatibility and technical perspective.

The total estimate value of this acquisition is $ and will be funded with Procurement, Marine Corps (PMC) funds.

The table below depicts the type of funding as well as the estimated amount for fiscal year 2023.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The procedures in FAR subpart 13.5 will be utilized for this procurement in accordance with 41 U.S.C. 1901.

Nodes (ADNs) on the Camp Blaz . The ADNs will be controlled and operated by the

DPRI has tasked Corona Division as the executing agent to ensure required systems are operational. Corona Division will ensure the design, procurement, delivery, installation, and activation of all equipment as listed in the table above.

Changing the brand names will compromise the existing system in deviating from the current system design of an operational and live network. To date, no other brand name parts are compatible, or could be modified to be compatible, with the ADN and existing system. These are the only parts that would not require additional funds for system design, configuration, integration, and documentation to accommodate the new equipment architecture.

In addition, these parts are to be integrated into an existing system. From the Risk Management Framework (RMF) perspective, these are the only parts that would not require a new Authorization to Operate (ATO) approval. The average cost for an ATO of a system this complex would be in the range.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

A Sources Sought Notice was posted on sam.gov on 15 November 2022 to express the Government’s intent for the purchase of the brand names above. The posting was issued on 15 November 2022 and closed on 22 November 2022. Three responses were received, one from , one from and one from .

and were determined to be technically capable of providing these items as they provided proof of being authorized resellers of Extreme Network and Avaya products.

was determined not capable, as they did not provide proof of being an authorized reseller for Extreme Network or Avaya products.

No further Market Research was conducted. In accordance with FAR 12.603, a combined synopsis solicitation will be issued for this requirement.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated costs to the Government for the supplies/services covered by this J&A will be fair and reasonable. Corona Division will utilize: price analysis; commercial price lists; historical costs; and cost estimating relationships from previous procurements to determine that the final price to the Government is fair and reasonable.

8. Actions to Remove Barriers to Competition

Corona Division will continue to perform market research to identify capable sources for future requirements related to this effort and if another potential source emerges, Corona Division will assess whether full and open competition is feasible.
