1. Description of Supplies/Services.

The requested supplies services represent the minimum requirements of the Government, which have been verified by the certifying technical and requirements personnel.

2. Regulatory Authority Permitting Other Than Full and Open Competition.

FAR 8.405-6(a)(i)(1)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures (the original order or BPA must not have been previously issued under sole-source or limited-sources procedures).

4. Implication of Procuring Another Brand/Manufacturer.

Warfare Center, Corona Division MS11 FMS section has been tasked to provide support by procurement of hardware equipment, No other brand has the capability to operate the Automation Laboratory system specifically located at the French Navy calibration laboratory in Cuers, France.

5. Actions to Remove Barriers to Competition.

The impact in cost if another brand/manufacturer is estimated at a minimum of $50,000.00, which includes:

(1) Reviewing the new hardware for compatibility

(2) Testing the new hardware,

(3) Two leadership teams (French and U.S Governments) to approve the new hardware

(4) Approving the new hardware

(5) Training the lab technicians on the new hardware.

In addition, if a different brand was procured, the existing pulse function generators and radar test sets located at the Cuers, France calibration laboratory would also require to be replaced, costing an estimated $250,000.00, along with the cost of training necessary for basic through expertise levels of understanding on all new equipment procured, estimated at $72,000.00.

For the reasons set forth in paragraphs 3 and 4 of this Justification, Corona Division has no plans at this time to compete future contracts for the type of supplies/services covered by this document. If another potential source emerges, the Corona Division will assess whether competition for future requirements is feasible.
