MARSH CREATION PROJECT

SITE SHOWING QUESTIONS AND ANSWERS

Amendment 3

1. What is the average elevation of the existing ground where the containment dikes are to be constructed?

A. For the West Marsh Creation Area (MCA), see Plan sheets 9 and 10 for the centerline profile of the containment dikes which provides the existing normal ground for reference. Also for the East MCA, see plan Sheets 16, 17, and 18 for those centerline profiles.

2. Can the Owner please provide specifications explaining what is expected of the Contractor at the Hog Bayou Crossing?

A. Per Construction Specification 21 – Excavation, Section 10.4, Construction Specification 23

– Earthfill, Section 10.4, and the Contract Plans – Sheet 13; the contractor shall bury the dredge discharge pipe at the location and depth shown across Hog Bayou. A minimum of 2 feet of fill shall be placed over the pipe and the Bayou shall be remain open for navigation by the boating public at all times. The pipeline must be removed and backfilled according to the specifications. The means and methods to accomplish this is up to contractor to determine.

3. Can the Owner please confirm that NRCS is completing the surveys for payment and the Contractor is completing their own surveys for quality assurance?

A. Per Construction Specification 7 – Construction Surveys, Section 9.1.4, the NRCS will provide the surveys as listed in this section. Per section 9.1.4.2, the NRCS will provide periodic quality assurance surveys on all project features. The contractor is responsible for Quality Control and to perform all quality control surveys.

Also per section 9.1.5.8.5 After Excavation Gulf borrow area surveys, “Within 72 hours of notification, the NRCS will perform the final after-excavation quantity surveys that will be used to compute quantities for final payment as described in Specification 21 – Excavation.” Per Specification 7 – Construction Surveys, section 9.1.5.8.4, the contractors Interim Surveys will be used for progress payments.

4. Will the Owner please provide the Permits for this job?

5.

a. If the Owner will not release the permits for this job, will the Owner please confirm what the permitted dig depth is for the Borrow Area?

A = A copy of all permits will be provided by the NRCS to the contractor receiving contract award. The contractor shall bid this job based on the excavation limits as stated in the Plans and Specifications.

b. Is the Contractor allowed to fill the Unconfined and Confined Marsh Creations Areas in any order?

A = The specifications do not require that these areas are filled in any specific order.

6. Is the Contractor allowed to fill the Unconfined and Confined Marsh Creations Areas in any order?

A = The specifications do not require that these areas are filled in any specific order.

7. Section 10.2.3.3 Marsh fill estimated quantities states:

8.

“Once the quantity listed above has been reached for a respective MCA, no additional earthfill shall be added to that area, unless otherwise directed by the COR. The intent of this specification is to ensure adequate earthfill is available for all five MCAs. This specification will take precedent over the previous specification 10.2.3.1 Marsh fill material target elevations in the event that the listed quantity is reached prior to achieving the target fill material elevation.”

a. Do the quantities provided account for the anticipated marsh losses?

A = Per Construction Specification 23 – Earthfill, section 10.2.3.3, the estimated excavated (cut) quantities that will be required to fill each marsh creation area are given and will be placed in the marsh creation areas as listed based on the requirements of this section.

b. Can the Owner confirm that the term “quantity” in the above excerpt is referring to quantity as measured by borrow area before and after surveys?

A = Yes. Per Construction Specification 21 – Excavation, section 10.2.17, Payment under Bid Item 7 – Excavation for Marsh Creation Fill, will constitute full compensation for all labor, equipment, and material for the items listed in this section which includes Earthfill, Marsh Creation Fill.

9. When is the anticipated Award date for this Project?

A = The anticipated award date is September 1, 2018

10. When is the anticipated NTP date for this Project?

A = The anticipated NTP date will be set once the required pre-construction materials/submittals have been submitted and approved.

11. What are the depths in the western equipment access corridor over what appears to be open water?

A = The depths in this area are not available from the Government, Per the Special Provisions in the Construction Specifications, Section 15, “It is the responsibility of the contractor to make their own assessment of the site and work required prior to bidding. The contractor may contact the landowners in these areas to schedule a site visit to assess the water depths as needed for bidding purposes.”

12. What are the depths in Tolan Lake (along equipment access/pipeline corridor to eastern confined MCA)?

A = The depths in this area are not available from the Government, Per the Special Provisions in the Construction Specifications, Section 15, “It is the responsibility of the contractor to make their own assessment of the site and work required prior to bidding. The contractor may contact the landowners in these areas to schedule a site visit to assess the water depths as needed for bidding purposes.”

13. Will the Owner be staking out all the Marsh Creation Area Dike alignments, as briefly mentioned in Section 9.1.4?

A = Per Construction Specification 7 – Construction Surveys, section 9.1.4 Surveys provided by NRCS, item b states:

“Centerline Alignment at all points of intersection (PIs) and at 400-foot intervals for the containment dikes.” See section 9.1.1 Scope of Item for this specification for the contractor requirements.

14. If the Owner is staking out all necessary alignments, what is meant by the following statement in Section 9.1.5 Surveys required to be completed by Contractor:

“The Contractor shall set and maintain berm stakes to mark the protected buffer at all locations where equipment is working.

Berm stakes shall be maintained throughout the entire construction period.”

a. What are the berm stakes that the Specifications are referring to?

A = The NRCS shall be staking the items as denoted in Construction Specification 7. In addition, as shown on sheet 23 of the plans, a minimum 38 ft. berm is required between the inside toe of the Earthen Containment Dike and the borrow area.

The minimum 38 ft. berm shall be marked along with the 15 ft. protected buffer where no equipment is allowed to work by the contractor.

15. Who is responsible for the containment dike acceptance surveys?

A = Per Construction Specification 7 – Construction Surveys, section 9.1.5 Surveys to be completed by the Contractor, subsection 9.1.5.10 Surveys of the earthen containment dikes, the specific requirements are given for those surveys. Also refer to section 9.1.6 for the Deliverable requirements.

16. Will the Contractor be required to degrade the containment dikes if they are filled over 2.5ft after the first lift?

A = Per Construction Specification 23 – Earthfill, section 10.1.4, “the first lift shall have a target elevation of +2.0 feet, with a tolerance of +0.5 feet”, therefore the first lift shall be within this tolerance.

17. Will the Owner please consider a 2-week extension in Bid Date in order to review all the reference material and answers to questions?

A = The bid date is being extended to August 14, 2018; however, no further questions will be allowed to be submitted.

18. What is the 38.5 ft borrow area bottom elevation based on? Can it be raised?

A = The geotechnical investigation identified that all borings in the borrow area are uniform as shown on drawing sheets 33 and 34 and in the geotechnical reports. The bottom elevation will remain as shown on the drawings.

19. Is the project currently fully funded?

A = Yes

20. Will the Government provide digital copies of the geotechnical report and physical condition reports listed in Specification Section 52.236-5 Physical Data?

A = See response to Question 17 on Amendment 2

21. Specification Section 10.2.14 describes Borrow Area Management details. Due to the existence of stiff clay in the borrow area and ample dredge quantity to achieve the marsh fill, this Contractor requests that the Government add the following language to the referenced Specification Section: “The intent of this requirement is to prevent stripping large surface areas of just an upper stratum of soil, yet the Contractor is not expected to dredge virgin or stiff clay material”.

A = This information will not be added and the Construction Specification remains unchanged.

22. In reference to the 200 ft wide compartments in the Borrow Area:

a. What is the purpose of the width of the compartments in the Borrow Area being 200 ft?

A = See response to Question 8 on Amendment 2. It is the intent to exhaust all material (maximum depth and width) in one cell before proceeding to the adjacent cell in the most efficient way possible. Construction Specification 21, Section 10.2.14 allows the contractor to suggest an alternate plan based on their individual dredge. NRCS will consider all requests that meet the intent of the specification.

b. Is the Owner aware that leaving the language about the compartments needing to be 200 ft wide will require the Bidders to bid the job in this way, and thus may result in higher bids?

A = The contractor shall prepare his bid in accordance with the information provided in the solicitation package.

c. If the Owner anticipates allowing compartments greater than 200 ft wide to be approved after the bid date, what is the purpose of leaving the wording in the Specifications?

A = The specifications clearly leaves the option for the contractor to submit an alternate plan; however, the Government has not indicated that it will approve any and all such requests. The response to Question 20.a. clearly provides the intent of the specification.

d. Would the Owner consider giving a range of allowed compartment widths (i.e. 200ft – 300ft) and allowing the Contractor to choose the width best suited for the Contractor’s dredge to get the best production?

A = No, the Construction Specification remains changed.
