EVM Reporting Requirements
EVM Reporting Requirements
3 This attachment appears to be a standard attachment that may be typically supplied with all contracts regardless of scope. Given that this is an Agile / SAFe contract, can the government please confirm if EVM and a WBS is truly required for this effort? Fully Agile projects do not have a WBS, as there is not a baseline of fixed requirements throughout the period of performance, but rather an evolving backlog that the PO can reprioritize at any time to better fit changing business needs. Additionally, EVM would be cumbersome with rapidly evolving requirements and would likely provide little value given the early and often demonstrations of completed work via the recurring Sprint Reviews and PO acceptance and demonstration of Planned Business Value vs. Actual Business Value in SAFe.
Furthermore, a WBS is not referenced as an artifact in the provided Agile SDLC process guide and the provided PWS references that USDA will leverage the "Jira and BigPicture addon to create, maintain, and manage all product backlog (PBL) work"
EVMS is not applicable.

19 PWS_GUS+Support+Master Scope of Work Using Scaled Agile Framework (SAFe) Methodology
21 Given the key scope and requirement to support and execute this contract utilizing SAFe, would the government consider requiring prospective vendors to propose at least one SAFe Practice Consultant (SPC) as part of their proposed staff / Agile Teams?
No.

Definition of Done 40 Given the required Definition of Done supplied by the government, will the government consider adding code coverage (% of code exercised by automated unit tests) as a contract deliverable or performance metric under Appendix 1 Performance Requirement Summary? 26 Solicitation Conformed RFP Factor 2- Past Performance
14 Many companies are structured with multiple divisions or multiple legal entities that individually perform Prime Contracts but fall under a broader corporate umbrella.
Recognizing such corporate structures exist across the industry, the procurement rules and numerous GAO decisions have made clear that procuring agencies may evaluate and credit an offeror with the past performance and corporate experience of sister subsidiary companies where the offeror’s proposal demonstrates that the resources of the sister subsidiary (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance. See GM–Bulltrack, B- 414591.6 (Comp. Gen.
