About this file
This document contains questions and answers regarding a solicitation for a Multifamily Physical Inspection Pilot Program. The solicitation seeks a contractor to conduct 1,000 physical inspections of Rural Development multifamily housing properties across the continental United States over a nine-month period of performance. The inspections will be conducted in three phases, with training of inspectors allowed throughout the contract. The contractor must propose a schedule to complete each phase and develop a communication plan and materials to inform property owners and managers of the pilot program. Inspectors must have HUD REAC certification or equivalent qualifications. The solicitation is set aside for small businesses and issued by the USDA Rural Development agency.

Q&As
Responses to Questions 8/26/2022
1) In multiple building properties, is there a table that shows how many buildings should be inspected?
Unfortunately, our systems do not track the number of buildings at each 515 project. Where multiple buildings exist, the contractor must complete the sample by selecting units from as many buildings as possible. We can tell you that approximately 52% of our projects have 25 units or fewer units, 38% have between 26 and 50 units and approximately 10% have 50 units or more. This is information we hope to gather in the MPIPP.
2) The Chart in section 3.2 infers that inspector training is only to occur during the initial 300 inspections. Is that correct?
Training can take place throughout the life of the contract. The contractor must train as many inspectors as needed to complete the required number of inspections in the period of performance. The SOW assumes that training will be especially intensive at project start up. The SOW states that:
The contractor’s proposal must provide a draft Baseline Master Program Schedule showing the timeline for completing each of the three phases above of the MPIPP. A final master program plan will be due 15-business days after contract award (see item 2 in the Schedule of Key Deliverables). The Agency is open to negotiating the number of weeks needed to complete each phase if the Contractor has reason/justification to implement the pilot on a different time schedule.
3) The contractor is required to create a communication protocol for properties. Will USDA let these properties know in advance that they are potentially due for inspection?
The Agency will let all owners know of the MPIPP and its goals in general and will also inform individual borrowers of the MPIPP if their projects are chosen for inspection. However, Section
3.2 of the SOW, Specific Tasks/Requirements, states that the MPIPP Communication Plan must:
The contractor must develop a comprehensive communication plan which informs multifamily borrowers and management agents that they will be taking part in the MPIPP.
The plan should include materials that describe the pilot program, the rationale for the new physical inspection protocol, the overall goals of the pilot program.
and describe what they must do to prepare for the inspection.
4) We are pleased to see parallel inspections as a requirement. On these parallel inspections are both inspectors 'inspectors of record'? Will these parallel inspections be invoiceable at a different rate to factor in the quality control functions?
Both inspections will be counted as “inspections of record” and will be billed at the same rate and count in fulfillment of the 1,000 inspections required.
5) Will the government be furnishing the property profile information via email or via a portal?
The Agency plans to furnish the property profile information by email in the form of an updated Excel spreadsheet of projects to be inspected. However, the Agency is open to other suggestions for transmitting this information. Any suggestions for alternate methods should be included in one of the Sections of the MPIPP Implementation Plan described in Section 3.2, Specific Requirements/Tasks that is required with submission of a proposal.
6) Would HUD NSPIRE certification be considered as acceptable inspector qualification? Do the Contractors staff and Inspectors need to be PIV’ed through the USDA?
The SOW states that HUD’s Real Estate Assessment Center (“REAC”) certification is acceptable. The Agency is not familiar with the NSPIRE certification requirements and process.
Any proposal that would want to include this certification as an acceptable qualification would have to show that the NSPIRE certification is equivalent to or more comprehensive that the REAC certification or any of the others listed in Section 13.0 Key Personnel.
Contractor personnel will be onboarded according to the Agency’s suitability procedures and must meet the Agency’s suitability requirements. This process will require providing requested personal information/documents and completing these tasks in a timely manner. The onboarding process will be discussed upon contract award.
7) The excel file for Stratified Sample Projects to be Inspected does not open from the PDF provided?
A copy of the Excel spreadsheet is included with the Agency’s response to these questions. Sorry for the confusion.
8) Phase 3 encompasses 700 inspections in 14-weeks. 10 inspections per day may be reasonable without factoring in the travel to rural areas, weather, and other unforeseen delays. Is it possible to move the schedule out on Phase 3 to a total of 26 weeks?
The contractor’s proposal must provide a draft Baseline Master Program Schedule showing the timeline for completing each of the three phases above of the MPIPP. A final master program plan will be due 15-business days after contract award (see item 2 in the Schedule of Key Deliverables). The Agency is open to negotiating the number of weeks needed to complete each phase if the Contractor has reason/justification to implement the pilot on a different time schedule provided all inspections are completed within the period of performance.
9) On page 22 of the PWS you state that all projects are within Continental United States. No inspections will be conducted in Alaska. Puerto Rico or the Virgin Islands. And in the listing of states in the West Region you have included Hawaii. Will Hawaii be included for inspections?
Hawaii is a state within the West Region but no projects in Hawaii will be inspected in the
MPIPP.
10) Could the excel file included as attachment 6 in the PWS document be provided to prospective bidders ? the file does not open from the PDF provided.
A copy of the Excel spreadsheet is included with the Agency’s response to these questions. Sorry for the confusion.
11) Per the SF 1449 this contract shows as being set aside for Small Business. However, per proposal instructions Vol. I Tab 6 is requesting proof of 8(a) Certification. Please advise if contract is being set aside for 8(a).
The set aside for this requirement is 100% small business. This is not specifically set aside for 8(a); however, if a company replies and states they are in the 8(a) program, we are asking that they provide their certification with their proposal.
12) We noticed the link to Appendix 6 excel spreadsheet with projects list is not working. Could you please send over the spreadsheet.
A copy of the Excel spreadsheet is included with the Agency’s response to these questions. Sorry for the confusion.
