1. Since the MBA guide is dated 2019 and the Fannie Mae 2020, and due to COVID, would

Remote Video Inspections (RVI) be considered an option to still photography for the MFH pilot program?

The solicitation assumes that restrictions on conducting inspections will be lifted by the time the pilot is ready to be launched. The main goal of the pilot plan should be to test whether using the MBA inspection form and Fannie Mae rating system will provide objective, accurate and replicable results using third party inspectors while conducting inspections of federally assisted housing in rural areas.

Since the pandemic may preclude conducting inspections at some projects in early fiscal year

2022, RD will consider including a contingency for doing some RVI inspections using the MBA form and Fannie Mae Rating system if an award is made.

2. Would USDA consider incorporating some of the newer National Standards for the Physical

Inspection of Real Estate (NSPIRE) protocol into the Pilot Program, in addition to the MBA and

Fannie Mae guidelines?

The main goal of the pilot plan should be to test whether using the MBA form and Fannie Mae rating system will provide objective, accurate and replicable results using third party inspectors conducting inspections of federally assisted housing in rural areas. However, RD would be open to discussing what parts of the NSPIRE protocol would fit with using the MBA/Fannie Mae protocol.

3. How many rural sites are there to determine the number of inspections that should be performed to validate the new protocol?

There are approximately 13,269 projects

(comprising approximately 412,753 units) that would be subject to the new inspection protocol.

The majority of projects are located in the South and Midwest Regions. The South Region has approximately 5,072 projects and the Midwest has approximately 4,272 projects. The Northeast

Region contains about 2,074 projects and the West

Region has about 1,851 projects. Each of the four regions is comprised of the states noted below:

South Region (AL, AR, FL, GA, KY, LA, MS, NC, OK, PR, SC, TN, TX, VI)

Midwest Region (IA, IL, IN, KS, MI, MN, MO, ND, NE, OH, SD, WI)

Northwest Region (CT, DE, MA, MD, ME, NH, NJ, NY, PA, RI, VA, VT, WV)

West Region (AK, AZ, CA, CO, HI, ID, MT, NM, NV, OR, UT, WA, WY)

RD will use the new protocol at all projects subject to inspection. USDA RD provides competitive financing for affordable multi-family rental housing for low-income, elderly, or disabled individuals and families in eligible rural areas. New construction section 515 loans will be made only in designated places selected by the Agency in accordance with the requirements of §3560.57 The definition of an eligible rural area is found in §3560.11.

Over the years some RD projects that were originally financed in eligible rural areas have grown to the point where they no longer meet the definition of a rural area and are located in areas considered peri-urban or urban. However, all Agency servicing requirements remain and the same inspection protocol will be used for these projects.

5. Should the sample be determined based on the total number of properties in a state or based on the population density?

The project plan to test the proof of concept of using the new protocol should determine this.

6. Is one of the pilot programs goals to align the physical inspection with the National

Physical Inspection Alignment Program?

The main goal of the pilot plan should be to test whether using the MBA form and Fannie Mae rating system will provide objective, accurate and replicable results using third party inspectors conducting inspections of federally assisted USDA housing. USDA already partners with HUD and other participants on the National Physical Inspection

Alignment Program.

7. Is the awarded bidder for this procurement precluded from being able to bid on any future procurement for actually performing the inspections?

No, however the product developed shall be written in a manner that anyone, including RD itself, can use the documents.

Yes, past performance shall be reviewed for all entities.
