About this file
This is Amendment 0002 to solicitation 12FPC425Q0011, providing questions and answers related to title abstract search and settlement/closing services in Wisconsin for USDA NRCS conservation easements. The amendment extends the response date to January 10, 2025, with a period of performance from February 1, 2025 to January 31, 2030.
Key details from the Q&A include: there is no incumbent contractor; the estimated volume is 20-25 title orders per fiscal year; last year there were 5 NRCS easement closings and 30 preliminary title commitments in Wisconsin. The government intends to make a single BPA award based on best value, with technical capability and past performance weighted more heavily than price. Unit pricing will be based on searching the entire proposed easement boundary area, which could involve 1-5+ parcels. The Service Contract Labor Standards statute does not apply to this contract. Recording costs and warranty easement deed details will be negotiated at the call order level.
