About this file
This is Amendment 0001 to solicitation 12FPC425Q0010, providing questions and answers regarding title abstract search and settlement/closing services for USDA NRCS conservation easements in Puerto Rico. The amendment clarifies that there is no incumbent contractor, and the government estimates only 1-5 title orders per year. No NRCS easement closings or preliminary title commitments were performed in Puerto Rico last year.
The amendment confirms this will be a single-award BPA based on best value, where technical capability and past performance are more important than price, though specific percentage weightings are not provided. It clarifies that one unit of measure for preliminary commitment covers the entire search area regardless of number of parcels (typically 1-5+ parcels). The Service Contract Labor Standards do not apply, and price reasonableness will be determined using FAR 13.106-3(a) procedures. The period of performance is February 1, 2025 to January 31, 2030.
