https://www.gsa.gov/policy-regulations/regulations/federal-travel-regulation http://www.sam.gov/

VOLUME I-TECHNICAL

The Technical Factors below are listed in descending order of importance. The Technical Factors when combined are of equal importance to price. Price is always evaluated, and price rises in importance when technical merit among the quotes becomes more equal.

The technical quote must be sufficiently detailed to enable the USDA to make a thorough evaluation and to arrive at a sound determination as to whether the quoted efforts meet the requirements of the Statement of Work (SOW) and the quoted approach is valid and practical.

The technical quote must be specific, detailed and complete to clearly demonstrate the vendor has a thorough understanding of the requirements of the scope as outlined in the SOW. Clear evidence of similar work/processes previously demonstrated and currently in place relating to the technical evaluation criteria should be included.

Statements that the vendor understands, can, or will comply with all statements in the SOW, and statements paraphrasing the SOW are considered insufficient. For example, statements such as “standard procedures will be employed,” or well-known techniques will be used,” etc., will be considered insufficient. Elaborate brochures or other presentations beyond that sufficient to present an effective proposal are not desired.

The Technical Quote shall not include any pricing information.

Selection shall be made on a best value basis in accordance with FAR Part 15.

(ix) FAR provision 52.212-2, Evaluation-Commercial Items [applies or does not apply] to this solicitation.

Technical Evaluation Criteria:

Factor 1 – Professional Experience

In this section, the vendor shall prepare a summary statement of corporate experience that discusses how the information provided relates to the subject SOW and how it’s experience will support the USDA under the ensuing contract. The vendor shall demonstrate its technical experience in performing all task areas of the SOW. The vendor’s quote shall include subsections to discuss its demonstrated experience in the following areas:

1. Providing Phase 1A Archival Reviews as outlined in section 3.1 of the SOW.

2. Providing Phase 1B Archeological Investigations/Cultural Resources Investigations as outlined in section 3.2 of the SOW.

3. Performing surveys as outlined in the SOW.

Factor 2 – Management & Key Personnel

In this section, vendor shall demonstrate the quality of its approach to perform the tasks in a timely and efficient manner with respect to schedule, internal and external communication, staffing levels, and staffing capacity to complete the Phase 1A and Phase 1B documentation for multiple projects, potentially simultaneously. The Management Plan shall demonstrate the quality of its proposed personnel, its plan to maintain appropriate staffing and expertise levels that will always ensure continual quality and timeliness in order to complete the projects within the timeframe identified in the SOW.

The contractor shall assign the following key personnel that will perform under the contract: 1).

Principal Investigator; 2). Field Technician(s) and submit the following:

Name and title Whether or not the individual is a current employee If not a current employee, whether the individual has signed a letter of commitment to the vendor Educational degrees, relevant registrations and certifications, and professional association memberships.

Years of relevant work experience in the field Summary of work experience relevant to the SOW

Factor 3 – Past Performance

In this section, the vendors shall provide past performance information on three (3) prior contracts, subcontracts, agreements, or other relevant work for similar in scope, magnitude, and complexity to the requirements in this SOW.

1. Recency: The vendor shall submit past performance completed within the last 3 years.

2. Relevancy: The vendor shall submit past performance information that demonstrates their capacity for executing the work as outlined in the SOW.

The Government intends to make an overall determination of Past Performance based on a review of the following:

Contract Performance Assessment Reporting System (CPARS) Previous contract history

So that the Government may efficiently evaluate and verify the past performance information, the quoter shall include the following information for each example:

Name and Address of Contracting Activity/Organization Contract Number Contract Type Period of Performance Place of Performance Total Contract Value Points of Contact with correct phone numbers, titles, and e-mail addresses to allow the Government to verify information submitted. Provide at least 1 verifiable contracting or technical point of contact. If possible, provide both contracting and technical points of contact. The Quoter shall ensure that information presented for points of contact is accurate and current (i.e. current phone numbers, email addresses).

VOLUME II – PRICE QUOTE

Quoters shall submit a Firm-Fixed Price Quote, utilizing Attachment 2 – Pricing Worksheet, identifying the following:

1) solicitation number;

2) name, email address, address, and telephone number of the vendor;

3) Price for line item per task area; unit, unit quantity, unit price;

4) Sufficient details to analyze the price and make a determination.

B. Basis for Award

(i) The Government will award a contract(s) resulting from this solicitation to the responsible vendor(s) whose quote, conforming to the solicitation, represents the best value to the Government, price and other factors considered. Call orders would request a quote to be provided based on the agreed to rates and labor categories when field investigation is needed.

Call orders for the archival review will be issued under fair opportunity and any subsequent field investigation order would be placed with the successful BPA holder for the archival review.

(ii) The following factors shall be used to evaluate quotes:

(a) Factor 1 – Professional Experience

The vendor’s experience and approach will be evaluated on the demonstrated experience, understanding, knowledge, and ability to perform all task areas of the contract SOW, how its technical capability will be applied under this contract and how its technical capability is beneficial to the Government.

(b) Factor 2 – Management & Key Personnel

The vendor’s Management Plan shall be evaluated on the demonstrated quality of its approach to perform the tasks in a timely and efficient manner with respect to schedule, internal and external communication, staffing levels, and staffing capacity to complete the work required under this contract. The vendor’s Management Plan will be evaluated on the demonstrated capacity to complete, potentially simultaneously, multiple projects across the Caribbean Area, including Puerto Rico and the U.S. Virgin Islands. The vendor’s Management Plan will also be evaluated on the demonstrated quality of its quoted personnel, as well as the quality of its plan to maintain appropriate staffing and expertise levels that will ensure continual quality, timeliness, and cost control at all times.

(c) Factor 3 – Past Performance

The vendor’s Past Performance shall be evaluated on the demonstrated quality of its past performance of contracts, subcontracts, agreements and/or other related work performed during the past three years, which are similar in size, scope, and complexity to this requirement. The Government will evaluate the recency, relevancy, quality, timeliness, cost control, schedule, management, regulatory compliance for the Quoter’s past performance example. In evaluating the past performance example, the Government reserves the right to use data obtained from other sources as well as that provided in the quote. If sufficient information cannot be found within CPARS and if the quoter does not have any previous contract history or other past performance history, the quote will receive a neutral rating.

(d) Factor 4 – Price

Price shall be evaluated by analyzing the total price for the CLIN(s). Price will be evaluated for completeness and reasonableness. Pricing shall include price per archival review (CLIN 0001 each); vendor shall submit the labor categories/rates proposed for the field investigation work (CLIN 0002). The Government will evaluate the proposed cost/prices for the offeror’s proposed labor mix required to complete the services. Cost/price will be evaluated for reasonableness.

All evaluation factors other than price, when combined, are significantly more important than price.

(iii) Rating Criteria

The non-price factors will be evaluated using confidence ratings (Table 1). Factor 3 (Past Performance) will first be evaluated to determine recency and relevancy.

Table 1 – Non-Price Factor Confidence Ratings

Rating Definition

High Confidence

The Government has high confidence that the Vendor understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.

Some Confidence

The Government has some confidence that the Vendor understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention.

Low Confidence The Government has low confidence that the Vendor understands the requirement, proposes a sound approach, or will be successful in performing the contract.

(iv) Comparative Evaluation

Upon completion of technical evaluations, the Government may perform a comparative evaluation of the quotations (comparing quoter responses to one another) to select the quotation that is best suited to fulfill the requirements, based on the Quoters’ responses to the criteria outlined in this RFQ and their relative importance. The Government anticipates selecting the best-suited quoter from initial responses, without engaging in exchanges with quoters. Quoters are strongly encouraged to submit their best technical solutions and price in response to this

RFQ.

Once the Government determines the quoter that is the best-suited (i.e., the apparent successful quoter), the Government reserves the right to communicate with only that quoter to address any remaining issues, if necessary, and finalize award with that quoter. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited quoter based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited quoter, no further communications with the previous quoter will be entertained until after the BPA(s) have been awarded. This process shall continue until an agreement is successfully reached and a task order is awarded.

(v) Option Periods

The option period labor rates will be evaluated as part of the overall price.

(vi) Acceptance of Quote

A written notice of award(s) or acceptance of a quote mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
