The USDA NRCS Oregon State Office Snow Survey Team is in need to obtain an antifreeze solution mixed in accordance with the Specifications Document at Attachment A, attached. This solution is used as an antifreeze to prohibit collected rainfall and snow from freezing in precipitation gages and in snow pillows so that continuous measurements of snowpack and precipitation can be made during the winter months.

Synopsis/Solicitation Antifreeze Solution
USDA NRCS OREGON
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation number 12FPC420Q0018 is issued as a request for quote – RFQ - , and the acquisition procedures at FAR 13.1 will be used. The government will issue a Firm Fixed Price award from this solicitation to the lowest priced technically acceptable quote.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-07/07-02-2020 which can be found at http://www.acquisition.gov/far/index.html under the current FAR section.
(iv) This is a 100 % set aside for Small Business. The applicable NAICS code is 325998, All
Other Miscellaneous Chemical Product and Preparation Manufacturing, which has a size standard of 500 employees. For more information on size standards visit http://www.sba.gov/size.
(v) Line Item 0001 – Antifreeze Solution. Refer to Attachment A.
(vi) Description of Requirement. The USDA NRCS Oregon State Office Snow Survey is in need to obtain an antifreeze solution mixed in accordance with the Specifications Document at Attachment A, attached. This solution is used as an antifreeze to prohibit collected rainfall and snow from freezing in precipitation gages and in snow pillows so that continuous measurements of snowpack and precipitation can be made during the winter months.
(vii) Date(s) and Place(s) of Delivery and Acceptance. Delivery of this product shall be no later than 120 days after receipt of the Purchase order. The OR Snow Team Facility has the containers available to be filled with the antifreeze solution. The vendor is responsible for picking up the containers at the OR facility in Troutdale, fill the containers with the solution, and return the filled containers. The vendor will be responsible for bearing the costs of transportation for this requirement. The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract. Inspection and acceptance will be performed at USDA NRCS OREGON
STATE OFFICE.
(viii) The provision at 52.212-1, Instructions to Offerors—Commercial Items (Jun 2020) applies to this acquisition. The following addenda also apply.
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of quotes. As a minimum, offers must show— http://www.acquisition.gov/far/index.html http://www.sba.gov/size
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of quotes;
(3) The name, address, and telephone number of the quotes;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) “Remit to” address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information);
and
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of quotes. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during preaward testing.
(e) Multiple quotes. Quoters are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each quote submitted will be evaluated separately.
(f) Issuance of purchase order. Your quotation should contain your best technical and price terms. The Contracting Officer may reject any or all quotes. The Contracting Officer may issue a purchase order to other than the quoter with the lowest priced quotation. After the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice before issuing any purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR Part 15.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate quote and award a contract without discussions with quoters. Therefore, the offeror’s initial offer should contain the quoter’s best terms from a price and technical standpoint.
However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. the government reserves the right to issue multiple purchase orders for different line items when advantageous to the government and use the term “quotes” instead of “offers”; and.
(i) Availability of requirements documents cited in the solicitation.
(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions,
(j) Unique entity identifier. (Applies to all offers that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation
“Unique Entity Identifier” followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award;
(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

(ix) FAR provision 52.212-2, Evaluation-Commercial Items to this solicitation.
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation meeting the technical factors. The following factors shall be used to evaluate offers:
(i) technical capability of the item offered to meet the Government requirement;
(ii) price
Evaluation will be based on the price quoted and technical capability to meet Government requirements.
(b) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter, shall result in a binding contract without further action by either party.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) The Contractor agrees, in the performance of this contract, to keep all information contained in source documents or other media furnished by the Government in the strictest confidence. The Contractor also agrees not to publish or otherwise divulge such information in whole or in part in any manner or form, or to authorize orpermit others to do so, taking such reasonable measures as are necessary to restrict access to such information while in the Contractor's possession, to those employees needing such information to perform the work provided herein, i.e., on a "need to know" basis. The Contractor agrees to immediately notify in writing, the Contracting Officer, named herein, in the event that the Contractor determines or has reason to suspect a breach of this requirement.
(b) The Contractor agrees not to disclose any information concerning the work under this contract to any persons or individual unless prior written approval is obtained from the Contracting Officer. The Contractor agrees to insert the substance of this clause in any consultant agreement or subcontract hereunder.

SPECIFICATIONS DOCUMENT – ANTIFREEZE SOLUTION
The USDA NRCS Oregon State Office Snow Survey Team is in need to obtain the following mix of antifreeze solution. This solution is used as an antifreeze to prohibit collected rainfall and snow from freezing in precipitation gages and in snow pillows so that continuous measurements of snowpack and precipitation can be made during the winter months. The solution mixture has been found to be the most effective for this use is as follows:
• 48.5% propylene glycol
• 48.5% denatured alcohol
• 3% Tween 20
• Product dyed red
LINE 0001 - ANTIFREEZE SOLUTION
• 1800 gallons of solution in (NRCS owned/provided) 275 gallon/each containers (requested volume may not entirely fill all containers)
• 200 gallons of solution in in (NRCS owned/provided) 5 gallon/each containers
1. Provide the Material Safety Data Sheet for this solution.
2. Offeror must have the capability to pickup and deliver no later than 120 days after receipt of order.
3. Please provide the expected delivery date of the product.
The Troutdale Oregon Facility has the containers to be filled with this solution. The offeror will pick up the containers at:

Once containers have been picked up at the facility, the contractor will be responsible to deliver back the containers once filled.
