About this file
This is a Questions and Answers document for RFQ 12FPC326Q0021, a NRCS-Ohio Wetland Reserve Easement (WRE) Restoration Project. The Q&A addresses key clarifications from the site visit showing and covers nine primary topics: permit responsibilities assigned to the contractor per Delaware County flood damage prevention regulations; site access locations at the new construction parking area and at the corner of Monkey Hollow Road and Patrick Road with requirements to remain within easement boundaries; confirmation that the topographic surveyor does not need to be licensed; an 80 actual working day period of performance; sediment control specifications to follow industry standard Best Management Practices (BMPs) rather than NRCS-specific requirements; CAD file availability upon request; NRCS responsibility for construction layout, oversight, and as-built documentation; confirmation that vegetation work is excluded as a separate contract; and drainage tile decommissioning procedures requiring NRCS determination of whether tile is functioning and draining off-easement land before destruction is permitted.
The associated RFQ solicits quotations for wetland restoration services including H&H modeling and floodplain permitting, 700 linear feet of tile searching, 3,430 cubic yards of wetland excavation, and 18.15 tons of Type C rip rap installation. This is a Total Small Business Set-Aside with a magnitude of requirement between $25,000 and $100,000 under NAICS Code 237990. Quotations are due July 8, 2026 at 5:00 PM ET, submitted to amy.smith2@usda.gov. The project is located in Porter Township, Delaware County, Ohio, and must comply with NRCS policy, the NRCS Field Office Technical Guide, National Engineering Handbook, and National Engineering Manual References.
