1. INTRODUCTION
The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) provides leadership in a partnership effort to help people conserve, maintain, and improve our natural resources and environment. NRCS works at the local level in field offices at USDA Service Centers in nearly every county across the nation. NRCS helps the nation balance economic goals with the needs of the environment; ensuring sustainable productive lands that supply food, fiber, forest products and energy for all citizens.
The effort required under this Performance Work Statement (PWS) is for Conservation Planner services to the USDA NRCS in Field and Area Offices throughout Washington State (See attachment #1, Washington State Map of areas to be covered). The intent is to award an Indefinite Delivery/Indefinite Quantity (IDIQ) firm fixed price (FFP) service contract which will have a four (4) year ordering period, with anticipated ordering period starting 1 April 2024 through 31 March 2028.
1.1. MISSION
USDA NRCS, “Helping People Help the Land.”
1.2. BACKGROUND
USDA NRCS desires to increase conservation planning support through the Inflation Reduction Act (IRA). NRCS anticipates a staffing need for full time employees to be located at key locations throughout Washington State to support the IRA workload. Utilizing experienced conservation planning personnel will minimize the impact on current professional staff for current NRCS programs.
1.3. SCOPE
The Conservation Planner will support USDA NRCS throughout Washington State. (See attachment #1, Geographic Map of Washington State of areas to be covered). It is anticipated that the workload will be primarily in central and eastern Washington but could be needed in western Washington should the need arise. Priority of staffing, identified by USDA NRCS, shall be in the highest workload IRA program counties the first year of the contract. Within 90 days after award of the base contract, USDA NRCS will establish the quantity of personnel needed for full staffing requirements and determine which geographic location the Conservation Planners are needed. If this is not workable, the Contractor shall submit their recruitment plan as corrective action to be able to meet the timeliness of the staffing requirements within 45 days.
The Contractor shall coordinate the day-to-day activities with the designated District Conservationist (DC) or Area Conservationist (AC) as outlined below. (The DC, AC, Government Technical Representative (GTR) and the Contracting Officer Technical Representative (COTR) will be identified during the Post Award Conference).

USDA policy implementing referred to in paragraph (a) of the clause is at USDA Department Manual 4620- 002, USDA Departmental Regulation 4620-002. This policy applies to Contractor employees, including subcontractor employees, who require routine access to federally controlled facilities and information systems. All such employees must have been successfully identity proofed (FBI fingerprint check) and have at minimum a successfully adjudicated Tier 1 (T1) or Department of Defense/Defense Counterintelligence Security Agency (DCSA)/National Security (NS) community background investigation to serve on the contract. USDA agencies may grant access to USDA information systems after successful adjudication of the FBI fingerprint check. Completion and successful adjudication of the final T1 (or higher) results or DCSA/NS BI are still required to continue work under this contract. If the fingerprint or background investigation result is unsatisfactory the employee shall be removed from the contract immediately and replaced immediately. Unless an employee already has successfully completed these requirements and the investigation is current, the employee will be required to complete an electronic Questionnaire for Investigations Processing (eQIP), fingerprint check (instructions to be provided by the Farm Production and Conservation, Homeland Security Division, Personnel Security Branch), and other required forms. The Contractor is responsible for any cost of obtaining the fingerprints. The Government is responsible for the cost of the FBI fingerprint check and background investigation. NRCS does not have any control over the timeliness of the background investigation or that it will be completed within the performance period of the contract, but it is estimated to be completed approximately 30-120 calendar days (depending on the level of the background investigation) once the Contractor provides all the required documentation and NRCS submits it to DCSA. Fingerprint check results are estimated to be received within 10 calendar days once the Contractor provides all the required documentation and the agency submits it to DCSA. Upon award of the contract, and once NRCS has provided the Contractor with the required documentation and instructions, the Contractor must complete and submit the required documentation promptly to prevent delays in granting access.
If Contract employees will be provided access to USDA information technology (IT) equipment and systems, they will be required to take Information Security Awareness Training and pass the system test prior to being granted computer access.
The Contractor shall establish and implement methods to ensure all keys/badges issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons.
The Contractor will not duplicate any keys issued by the Government.
The Contractor shall prohibit the use of keys, issued by the Government, by any persons other than the Contractor’s employees and the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.
The Contractor shall safeguard all Government property and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each workday, all Government facilities, equipment, and materials shall be properly secured.

The Contractor shall immediately report to the GTR/COTR, any occurrences of lost, stolen or damaged GFP/GFE immediately upon discovery. Once the lost, stolen, or damaged property has been confirmed, the GTR/COTR shall notify the CO. The Contractor shall collect completed forms from each Contractor applicant and review all forms for completeness and correctness. This includes, for example, satisfactory resolution of issues or discrepancies.
4.8.1. Ensure the Contractors Conservation Planning personnel obtain two (2) complete sets of their fingerprints on the prescribed Form SF87 (Rev. March 2013) from an organization qualified to obtain fingerprints.
4.8.2. Return any incomplete or incorrect forms(s) to the Contractors Conservation Planning personnel to be corrected and re-submitted.
4.8.3. Submit completed forms to the Local Point of Contact no later than 10 calendar days after
NRCS acceptance of contractor personnel.
4.9. GOVERNMENT RESPONSIBILITIES
The Government will ensure completed security forms are forwarded to the appropriate investigating agency in accordance with appropriate internal procedures. The investigating agency will conduct the requisite investigations.
4.9.1. Notify the Contractor of the results of background investigations as they are completed and adjudicated. The Local Point of Contact will notify the Contractor of any applicants who are found ineligible for employment security approval so that the Contractor can immediately recruit and initiate paperwork to clear replacement applicants.
4.9.2. The Local Point of Contact will maintain an up-to-date file of Certificates of Investigation (COI) and other background investigation-related documentation for all contract employees throughout the life of the contract.
4.10. EXCLUSION BY CONTRACTING OFFICER
The CO, independent of NRCS background checks, may direct the Contractor to exclude from working on this contract, any contract employee found or deemed to be unfit, or whose continued employment on the contract is deemed contrary to the public interest, or inconsistent with the best interest of the Government.
4.11. REPLACEMENT OF PERSONNEL
The Contractor shall take all necessary steps to ensure personnel selected for assignment to this contract are professionally qualified and personally reliable, and meet all requirements stipulated herein. The Contractor burdens full expense for prescreening and will not be reimbursed for any prescreening of individuals disqualified by NRCS.
The Government performed security investigations shall not, in any manner, relieve the Contractor of its responsibility to assure that all personnel are professionally qualified, personally reliable, and meet all other agency requirements.
If a security investigation conducted by the Government renders a Contractor employee ineligible, or if a Contract employee must be replaced for any reason, the Contractor shall be responsible for all costs associated with replacing the employee with a qualified individual.
