Questions and Answers Solicitation # 12FPC324Q0089 Helicopter Charter Services Amendment Two 8/14/2024

1. Any requirements for the pilots and/or aircraft to be federally (OAS) carded?

a. No, this requirement is removed from the SOW.

2. Is 29 the maximum number of flights during a year's time frame? If so, how many flights will be on a weekly or monthly basis?

a. Yes, this does not include ferrying cost, such cost shall be included the hourly rate.

3. What is the maximum payload of the cargo per flight?

a. Weight of the pilot, two NRCS employees and up to 875 pounds of equipment and supplies, as well as personal gear and tool bags. *Sling load operations payload of up to 875 pounds, using actual pilot weight and fuel for one hour and 30 minutes.

4. I know you don’t know the all the locations, but companies are struggling to quote due to not knowing the locations. We have to move the aircraft from their base location to the pickup points, there is cost associated with this ferrying, so knowing the locations or typical regions help them know how far they are transporting the aircraft from home base locations to locations of performance.

a. The best we can do is to narrow it down to Utah and Nevada. Vendors need to include associated ferrying costs in their quote in order to account for that range. We almost certainly will have flights in the Salt Lake City/Wasatch Front area, as well as the area around and to the south of Lake Tahoe. However, we can also anticipate sling load flights in the Clarkston Mountain area of northern Utah (near state line with Idaho), and the potential need for helicopter work at Navajo Mountain at the southern tip of the state near Lake Powell. Plus we have flight needs for the Ruby/Humboldt Range of eastern NV.
