About this file

This document includes a scope of work for a geotechnical investigation and a related federal contract opportunity notice. The scope of work requires four soil borings to a depth of 40 feet located within 150 feet of each other near Trempealeau County, Wisconsin. Testing will include standard penetration testing, split barrel sampling, and thin-walled tube sampling. The contractor must provide casing if needed, coordinate utility locates, and abandon boreholes after 24 hours.

The federal contract opportunity is issued by the USDA on behalf of the NRCS. It seeks quotes for the geotechnical investigation described in the scope of work to design a replacement structure. The anticipated contract type is firm-fixed-price for two calendar days after notice to proceed. The estimated value is $0 to $15,000. Quotes are due by the date specified in the solicitation. The NAICS code is 238910 and vendors can arrange a site visit with the contact provided.

Scope of Work

Ziegler EQIP - Geotechnical Investigation Sec. 6, T. 19N, R. 7W, NW ¼ (44° 9'26.90"N, 91°15'54.06"W)

1. Extent – The investigation requires four (4) soil borings to an estimated depth of 40 feet. A per foot cost increase or decrease shall be provided to the Contracting Officer in case the depths are adjusted in the field by the on-site NRCS representative.

2. Location –The site access points and borehole locations are shown on the attached map.

3. Borings will be performed in mineral soil along the edge of cropland. Two (2) boreholes are located on each side of an open ditch, 10-15 feet from the edge of bank. All boreholes are located within 150-foot radius of each other.

4. Two boreholes are accessed from Dopp Road through 700 feet of bare cropland. The remaining two boreholes are accessed from Daffinson Lane through 1,400 feet of bare cropland.

5. A flat bed truck can park adjacent to the borehole locations. The cropland normally supports heavy agricultural equipment.

6. Borehole locations will be staked by the NRCS representative prior to drilling. Final geodetic location and ground surface elevation at all borehole locations will be surveyed by the NRCS.

7. The Contractor is responsible for clearing utilities in the work area. Contractor shall coordinate with Dairyland Power on drilling within their overhead power line easement. The borehole locations are offset from the actual overhead power lines.

8. A geology report supported by Giddings drill holes and backhoe pits is attached. Preliminary soil logs indicate stratified silty sand and clays with free water from 14 to 18 feet below the ground surface.

9. Casing of boreholes may be required to keep the borings from caving in. Drilling fluid may be necessary to maintain a positive head differential on the walls of the borehole. Casing, if used, shall be removed upon completion of the boring.

10. The contractor is not responsible for field logging or soil classification.

11. Contractor shall conduct drilling operations in a manner which allows field logging by the NRCS representative in accordance with ASTM D5434. Recorded information will include the borehole identification, top of hole elevation, field classifications, SPT counts, sample identification, sample intervals, amount of soil recovery from each sample, depth to free water after 24 hours, and drilling fluid losses (if applicable).

12. SS Sampling & Testing - Contractor shall perform continuous Standard Penetration Testing (SPT) with split barrel sampling (ASTM D1586) at 2.5-foot intervals. Report calibrated, hammer efficiency and blow counts to the NRCS representative. Conduct drilling operations in a manner which allows NRCS to perform field classification of soils in accordance with ASTM D2488, obtain jar samples, and pocket penetrometer readings.

13. TW Sampling –Contractor shall supply sixteen 3” x 36” thin-walled (Shelby) tubes and caps.

Samples shall be obtained at 10, 20, 30 and 40 feet in fine-grained cohesive soils (ASTM D1587).

Final sampling locations shall be determined in consultation with the NRCS representative. If the soil layer stratifications are coarse-grained or too thin to adequately determine which type of sampling is required, the Contractor shall use only split barrel sampling and SPT blow counts.

Adjacent boreholes are not required to obtain the correct sampling method.

14. The Contractor may obtain water for drilling fluid from the stream or ditch. The Contractor may not discharge drilling fluid into the stream or ditch.

15. The Contractor shall abandon boreholes in accordance with applicable Wisconsin Administrative Code rules after 24 hours.

16. The contractor is not responsible for an engineering report or geotechnical interpretations by a registered professional engineer.

17. The contractor shall complete the field work within 3 weeks of notification to proceed.

18. Upon receiving notification to proceed, the Contractor shall give the NRCS a minimum 5-day notice prior to commencing field work. The NRCS representative will meet the drill crew near the site and indicate the locations where the soils borings are to be performed.

18 End of boring no refusal

Tromino geophysics data showed a denser potential aquaclude at 20 feet with a series of denser layers below that to potential bedrock at approximately 50 feet and softer potentially water bearing units above that. This boring supports that interpretation.
