Questions & Answers Request for Qualifications – A&E Services
USDA, Natural Resources Conservation Service, Louisiana Solicitation and Notice ID: 12FPC323R0027
Questions Submitted: May 18, 2023
Q25. Under Section D. Capacity to Accomplish the Work, Submittal requirements, the 2nd paragraph refers to providing “examples of specific project management” for up to 3 relevant past performance projects and then states “A one-page summary demonstrating good project management to include management of schedules, costs, resources, reporting and communication methods.” Can you please provide further clarification on what NRCS wants to see for this?
A25. As stated, provide a one-page summary of how you managed a specific, relevant past performance project to include the schedule, costs, resources, reporting and communication.
Q26. Under Section E. Past Performance, Submittal requirements, are the requested 3 to 5 CPARS evaluations, PPQs or self-provided performance recognition only allowed for the Prime firm or can any be included for subconsultant projects that may be included in SF330, Part I, Section F?
A26. It can be either, but at least 3 have to be for projects that were submitted as part of Criteria A and listed in Section F.
Q27. We again request NRCS to strongly consider providing at least a 1-week extension to the due date of responses. The effort required for preparation of a submittal of this size is very significant, and we essentially “lose” the entire last week of the current stated timeframe due to the Memorial Day holiday as well as a significant portion of our key personnel’s preparation for and active participation in the State of the Coast Conference. We sincerely appreciate your consideration of this request.
A27. At this time, an extension is not contemplated due to the emergent needs of the Natural Resources Conservation Service, Louisiana. We understand that, the referenced Coastal Conference (May 31 – June 2) is 2.5 days starting on Wednesday and ending on Friday (½ day on Wednesday and full days on Thursday and Friday).
