***Site Visit Notes:***
Clark Road and Graves Road EWP Site Showing Notes
Solicitation No. 12FPC322Q0052 Vinton County, Ohio
The site showing started at 11:30 am. It was conducted by Greg Wells, Civil Engineer, for the United States Department of Agriculture – Natural Resources Conservation Service (USDA-
NRCS).
Quotes are due prior to 5:00pm EDT on July 25, 2022. All quotes must be submitted electronically to Elrick Lounds, Contract Specialist, elrick.lounds@usda.gov
This solicitation will result in a Firm Fixed Price Construction Contract. It is set-aside for Small Businesses under NAICS Code 237990. This is not a sealed bid – it is a request for quotes.
Greg pointed out that a bid bond is not required. Also, Box 12a is checked, requiring a Performance and Payment Bond. However, there is no Alternative Payment Protection language, or other clause or language in the solicitation to describe this requirement with the exception of AGAR 452.228-70. This has been added as above and required with 10 days of contract award.
All quoters must have an active registration in the System for Award Management (SAM).
Use of the Invoice Payment Platform (IPP) by the contractor will be required, as described on page 10 of the solicitation document. All invoices must be submitted electronically through IPP.
The Performance Time is 66 calendar days from the time the contractor receives the Notice to Proceed. The maximum workweek is 10 hours per day, Monday through Saturday.
Greg made note of NRCS supplement to OSHA parts 1910 and 1926.
Variation in Estimated Quantities – FAR Clause 52.211-18 is included in this solicitation.
Buy American-Construction Materials – provision 52.225.9 – is included in this solicitation.
Greg mentioned Part IV of the Solicitation – Representations and Instructions.
Greg reviewed the quote submission instructions (Page 41 in the Solicitation)
The estimated project value is between $100,000 and $250,000.
The project Supervisor may act as the contractor’s quality control manager.
Greg mentioned the requirement for a written pollution control plan is waived. A written dewatering plan is not required.
Greg noted the clauses incorporated by reference.
Greg noted construction wage rates – FAR Clause 52.222-6 - must be paid to all employees working under the contract. The wage determination was provided as an attachment to the solicitation. Site interviews may be performed with the contractor’s employees to verify wages and hours.
Greg reviewed the construction specifications and bid items.
Bid item #1 – Channel Clearing and Shaping. A written pollution control plan is not required.
Seeding and Mulching (Spec. 6), Excavation (Spec. 21), and Earthfill (Spec. 23) are subsidiary items. The Harrison Township Trustees will take the excess excavated material and may provide a truck for hauling to their local stockpiling area. The Trustees will not take and dispose of woody debris.
Bid item #2 – Mobilization/Demobilization – The work limits are as shown on the plans. A detailed construction schedule is required prior to commencing construction. One lane of traffic will be maintained during construction hours with appropriate flagging. Two lane traffic is required after work hours. The road will be kept clean from any mud leaving the site. A written dewatering plan is not required. Pollution Control (Spec. 5), Traffic Control (Spec. 9), and Contractor Quality Control (Spec. 94) are subsidiary items. A portable toilet and toilet maintenance services shall be supplied at the site by a commercial vendor for the duration of the contract.
Bid item #3 – Drainfill – Greg reviewed the Items of Work for this bid item from Construction Specification 24 – Drainfill. This bid item is for the drainfill placed behind the woven wire mesh gabions to the neat lines on the drawings. Material shall be crushed limestone from any source meeting the gradation requirements for AASHTO No. 57.
Bid item #4 –Rock Riprap - The limestone can be from any supplier currently certified by ODOT for Type C Riprap, as described in Construction Specification 61. The rock riprap installation specifications are found in the Items of Work in Specification 61, which Greg reviewed.
Removal of Water (Spec. 11), Drainfill (Spec. 24), and Steel Reinforcement (Spec. 34) are subsidiary items.
Bid item #5 – Woven Wire Mesh Gabions – Greg reviewed the Items of Work from Construction Specification 64. The limestone rock riprap fill within the gabions shall be as described Construction Specification 64, and shall be sourced from a supplier currently certified by ODOT.
The gabion baskets shall be zinc-coated wire with a PVC coating, including lacing wire. All fasteners shall be stainless steel. Removal of Water (Spec. 11) and Steel Reinforcement (Spec.
34) are subsidiary items.
Q: Will rebar pins be required, and if so, will they be a bid item?
A: Rebar pins may be required during construction but their widespread use is not expected.
Rebar pins are subsidiary to Bid Item #5 – Woven Wire Mesh Gabions.
Greg began reviewing the Graves Road and Clark Road drawings at 11:40am. This site consists of installing woven wire mesh gabions per the engineering drawings and construction specifications.
The group toured the sites and Greg noted the baseline, benchmark, and work limits for each site.
Graves Rd – Site 1 Q: Will the township mow before construction begins?
A: Yes, per Wes Davidson, Harrison Township Trustee. The Township notified NRCS on 7/18/22 that all sites are now mowed and viewing should be easier, as well as construction.
Graves Rd – Site 2 Wes Davidson, Harrison Township Trustee, noted to keep the parking and work limits on the east side of Graves Road and not use the location shown in the drawings on the west side of the road at this site. Wes also offered that the contractor could use the gravel parking lot at the Harrison Twp Election House site nearby on US Rte 50 as an additional staging area. Coordinates of this site are: 39.270616, -82.672460
Graves Rd – Site 3 – The group discussed that gabion baskets will need to be cut and laced around 2 culverts, which are shown on the drawings.
Graves Rd – Site 4 – Greg mentioned equipment should not be operated in the stream channel at any of the sites.
Clark Road – Greg noted the work limits and extent of the work.
Q: Can the contractor work with landowners to acquire more staging area?
A: Yes, as long as the agreement is in writing and NRCS is notified.
Q: Which trees are removed?
A: Greg referred to the engineering plans and pointed out the two trees that will be cut at the stump. The tree trunks will be removed while the stump will stay in place.
Q: If a contractor wins the low quote for both Thompson Road and Clark/Graves Roads, will NRCS provide an extension for the construction timeline and allow one project to be worked at a time?
A: The project agreement expires on October 31, 2022. Both projects need completed by then. In the event that one contractor wins both contracts, we could discuss with and work with the Contracting Officer to stagger start dates slightly, but the projects need completed on time and we will not wait to start one after the other completes. Also, could a contractor withdraw his quote for one project if he was apparent low bidder on both and felt he could not complete both in the timeframes discussed above? At the site showing I told them that would be a possibility and we needed to ask the CO about that to confirm.
The site showing ended at 12:43pm.
One additional note: the contractor is required to contact the Ohio Utilities Protection Service (OUPS) at least 48 hours prior to the start of construction. The contractor must provide the inspector with the OUPS reference number.
