This Amendment serves first to extend the date for submission of bids. The due date for bids has been extended to April 18, 2022, 10:00 Central Time. This amendment also changes the address to which offers must be submitted. Bids shall be submitted to laureen.eipp@usda.gov - all other directions starting on page 45 regarding bid submission and virtual bid opening remain unchanged.

Please find attached responses to questions received to date. Any additional questions must be submitted in writing no later than April 13, 2022 to laureen.eipp@usda.gov.

Please be aware of the following prior to submitting your quote:

- For Clarification purposes, we will be placing rip rap rock from Bid Item #2 on the Southeast side of the bridge for the rip rap armoring portion of the design.

- Rip Rap Rock from Bid Item #3 will be used for the Channel Liner on the Southwest side of the bridge. Depth of channel liner will change from 3 ft. to 8 ft. at Station 0+75 (As mentioned on the bottom right corner of design sheet #2)

- Bedding material from Bid Item #4 will be used at both the Southeast riprap armoring and Southwest channel liner.

- Regarding Bid Item #5 Crushed Rock Installed – on page 61-6, paragraph C. Crushed Rock, Installed of the specification package it states > “No Crushed rock shall be delivered to the site until the Contracting Officers Representative verifies that foundation conditions warrant the use of such material.” The crushed rock will be needed for the rock rip rap stockpiling site.

Q1: Will the fence in the work area be removed before the start of work by the County commissioner’s staff? Will they be re-placing the fence?

A1: The county commissioners staff will be removing and replacing the fence. The county commissioner’s staff will be removing the fence in the work area before start of work. This removal may be the same day as start of work. Commissioner’s staff is responsible for re-placing the fence.

Q2: (Near the SW corner of the bridge, end of Rip Rap sta. 1+00, there is a utility line that runs under the bridge with a metal pipe casing) do we need to hand dig around the utility line, can we place rock over it?

A2: The Awarded contractor will need to call OKIE 811 to identify any utility lines in the ground in the work area before starting work. The utilities company might tell contractor to not work with heavy equipment around the lines. We will follow the instructions of the utilities company and field fit the rock placement in the vicinity of any utility lines.

Comments from the County Commissioner Staff:

- Commissioner’s Staff will have a truck available to haul off the woody debris and roots from work area.

- Commissioner’s Staff requested to stockpile rock on the north side of the county road.

(North of current stockpiling area on the drawings page #2).

- Commissioner’s Staff plans on closing road to local traffic only. Signage for construction zone/ work area will be posted.

- Commissioner’s Staff will have any fence removed (and later replaced) from the south west side of the work area.
