Brookville EWP Site Showing Notes & Q&A
13 January 2022
NRCS Staff Present: Vic Vue, Jasmine Henderson, John Lafferty, John Bleill, Jeremiah Mcdowell, Jeremy Huggler
Note Taker: Jasmine Henderson
Meeting Start Time: 10:00 a.m.; 8 contractors on site for the site showing.
Meeting started at City of Brookville’s Wastewater Treatment Plant.
The meeting began with Vic introducing himself, and giving a summary of the EWP program, he then gave an overview of the solicitation. Mentioned that solicited quotes are due by January 20, 2022 @ 2 p.m. Central Time to Bobby Copenny, also mentioned to refer to pages 41 and 42 of the solicitation for further information regarding submission of quotes. Mentioned that the estimated magnitude of project is between $25,000, and $100,000.
Chris Homan, City of Brookville Service Department Superintendent, mentioned that the gate entrance to the wastewater treatment plant is open from 7 a.m. – 4 p.m., if the contractor needs it to be open earlier or later, that they should contact him.
Vic went over when the contractor is supposed to start. The contractor may begin work as soon as they receive the Notice to Proceed (NTP). The 18-day performance time begins when the NTP is issued. The contractor must begin work with 10-days of the NTP.
Chipping/grounding of debris material is only allowed between 9 a.m. – 5 p.m.
The maximum allowable workweek is Monday Through Saturday, 10 hours per day.
No wheeled or tracked equipment shall operate within the creek/stream.
Vic went over the construction specifications, and construction drawings.
The City’s chain-link fence cannot be disturbed. There is NO post award contract item that covers any damage expense of the chain-link fence. If disturbance of the chain-link fence is needed, The City of Brookville must be contacted first.
Before the meeting adjourn, Vic mentioned to all again to review the solicitation, construction specification, and drawings. That if anyone has any questions to contact him, or Bobby Copenny.
Meeting ended at 11:00 am
Questions during the site visit:
Q: Will everything be chipped or ground?
A: Cleared material does not have to be chipped/ground. Chipping and grounding of removed material is allowed for ease of hauling, and may take place only within the staging area shown on the drawings.
At the conclusion of the project, ALL debris and other items must be hauled away from the site.
Q: When will we be notified of an acceptance of a bid?
A: Contractors are usually notified of quote acceptance within one week. Another 1-2 weeks is common for processing the contract award, which is followed by a Notice to Proceed letter.
Q: What is need for the stream crossing?
A: The contractor shall install a stream crossing as described in Specification 8- Mobilization & Demobilization. The stream crossing shall provide unobstructed stream flow, and shall be used for all equipment traffic crossing the stream. The base channel flow volume which corresponds to the 18” depth noted in the Specification 8 is approximately 43 cfs.
Q: Are/is debris in working limits able to be removed?
A: No debris or other items are to be removed within the working limits. Only the materials/items that within the clearing limits are to be removed, as described in Specification 1 - Clearing.
Q: Are there trees that are marked not to be touched/removed?
A: No, as per Specification 1 – Clearing, all standing live trees within the work limits are not to be disturbed unless they are marked for removal with white paint.
Q: Will there be an inspector on site?
A: There will be an NRCS inspector representative present daily.
Q: Are the clearing limits staked along the project?
A: No, only the beginning and end points of the project are marked. The Contractor is responsible for maintaining work within the clearing limits. This is easily determined by using a tape and measuring 50 feet from the center of the stream.
Q: Is an Ohio EPA permit needed?
A: No, applying for the permit is not needed. NRCS has notified Ohio EPA and the US Army Corps of the project.
Q: What the working and clearing limits along each bank?
A: The clearing and working limits are both measured from the center of the stream. The clearing limit is 50 feet from the center, and the work limits are an additional 20 feet beyond that. If there is any question, measuring from the center of the stream to 50’ is considered a clearing limit and the work limit provide an additional area for equipment travel and maneuvering.
Q: The stockpile area must be 100% cleared/removed?
A: Yes, everything should be removed from the stockpile area.
Q: Are we allowed to Fecon what’s under brush/Fallen trees that is with in the 50’ of the center line of the creek?
A: Fecon is a manufacturer of woody grinding equipment, most of which is mounted on equipment such as a skid steer. As described in Construction Specification 1 – Clearing, the clearing work is to be done as per the Class C description. No grinding of material is allowed within the clearing limits.
Cleared/removed material shall be transported to the designated stockpiling area, where it then shall be ground or chipped prior to stockpiling. As such, a Fecon could not be used to grind material within the clearing limits.
Q: If we cannot Fecon, are we allowed to pull out what honey suckle is in our way of clearing out log jams or a hazardous/fallen trees?
A: Yes, honeysuckle within the clearing or working limits can be removed if it is hindering access to the debris needing cleared.
