QUESTIONS AND ANSWERS

Solicitation Number: 12SPC322B0009 Project: USDA NRCS OK Emergency Watershed Protection (EWP) Stream bank Stabilization project in Hominy Creek & 52nd W, Avenue Near Skiatook in Osage County, Oklahoma Date: April 12, 2022 @ 10:00 AM CT Location(s): District 2 Office, 2850 West 133rd St, N, Skiatook, OK 74070.

Q.1 In the contract package it talked about borrow material coming from offsite and waste material being disposed offsite. What borrow or waste would there be?

Answer: Other than rock riprap, bedding and crusher run gravel there isn’t any plans for borrow material. If borrow material were needed it would need to be obtained from site. Any material not suitable for backfill in the embankment would need to be taken offsite.

Q.2 Fallen trees in the work area, who is responsible?

Answer: The Contractor will be responsible in bring them to the top of the bank and assist with placement into a debris pile. The County will be responsible in disposal of the debris, organics and trash, is separate locations.

Q.3 What are the plans for the trees on the banks?

Answer: There is a large tree on upstream end of the work area which will be cut and fallen by the County. The stump and root ball will be left in place. Other trees will be removed by the Contractor, as needed, in order to place the riprap and/or bedding.

Q.4 Soil near the creek, how does the Contractor dispose of unneeded excavated soil?

Answer: Place the excavated soil against the eroded banks, compacted with bucket of the excavator after being placed. It will eventually be covered by bedding and riprap. Unsuitable material will need to be removed from the site.

NOTE: Construction Specification 2- Clearing and Grubbing has a subsidiary item for Deposition Removal. Construction Specification 61 section 3 discusses subgrade preparation.

Q.5 There is a lot of muddy-wet soils in the bottom, near the creek. How is it expected for the Contractor to deal with this?

Answer: There should be enough riprap being placed to keep the contractor’s equipment off the muddy bottom. Unsuitable material will need to be removed from the site.

NOTE: Construction Specification 2- Clearing and Grubbing has a subsidiary item for Deposition Removal. Construction Specification 61 section 3 discusses subgrade preparation.

Q.6 There are some vertical banks on the upstream end of the work area. Does the Contractor need to slope it before placement of rock against it?

Answer: No, it might not need sloped. Caution with working in this area. Slope as needed.

IFB 12FPC322B009 Amendment 001 10

Q.7 The Contractor will be working alongside with the County’s loader and dozer. If County causes delays to the job, will the Contractor be held responsible for the delay of the job?

Answer: No, the Contractor will not be held responsible for any problems caused by the County’s actions. The County typically does not get in the way of the work being done.

The solicitation has clauses which deal with delays beyond the contractor’s control. Any changes to the contract need to be approved by the Contracting Officer. Specific circumstances require input from the Contracting Officer.

Q.8 What is the work schedule?

Answer: Work time, typically it will be 6-days per week and daily times may be limited by the rock quarry work hours and then truck delivery time. No more than 12-hrs per day. If the contractor chooses not to work on Saturdays, because many quarries may only open ½ day, this is acceptable but no additional time in the contract will be given.

If a truck has mechanical problems and a load of rock is delivered after the end of the day, the weight ticket will be signed after the pile is inspected, on the next work day.

Q.9 A bidder pointed-out an exposed cable in the upstream end of the eroded area. And the County pointed-out a waterline on the east side of the work road, near the powerlines. The waterline may only be 3-ft. deep. Are there other utilities?

Answer: The successful vendor will contact OKIE for underground utilities. Any buried utilities will be located before construction starts.

Q.10 If more rock is needed, how does the contract say to deal with this?

Answer: Variations of more than 15% may justify an equitable adjustment. See section 52.211-18 in the solicitation. Successful vendor may discuss with the Contracting Officer or Contract Specialist if this occurs.

Q.11 Contractor asked about rock acceptability.

Answer: Rock coming from ODOT certified quarries generally meets NRCS standards and specs. If there is reason to believe the rock is not adequate it may be tested according to the specifications in the contract package. If the selected contractor would like NRCS staff to inspect the rock at a quarry prior to delivery they can request us to do that.

Q.12 There is a line item in the contract for Crushed Rock. What is this for?

Answer: The crushed rock is for site construction safety needs; such as keeping a dump area solid after a rain or to keep a critical spot level. It will only be brought to the site, as needed, at the request of the government to the Contractor.
