Virtual Site Visit - EWP – Bank Stabilization – 4 Sites – Hattiesburg, Mississippi Solicitation 12FPC322B0005
March 31, 2022 – 10 a.m. central
Site Visit began with review of solicitation package, and government contract requirement by Contracting Officer Laureen (Lauri) Eipp.
Work is being contracted by the federal government and is being sponsored by the City of Hattiesburg. Although this work will be done through a federal contract with USDA, the City of Hattiesburg has a cost share arrangement with the government through a project agreement so this work is being done on their behalf.
The items discussed at this pre-bid conference/site visit are intended to highlight certain items. Not all items are covered. Those in the solicitation that are not covered are just as important and binding as those that are. Also, any statements that are made during this meeting which conflict with or are not stated in the solicitation are not binding. Any discrepancies between information provided during the site showing and the solicitation should be raised by a prospective bidder to the contracting officer immediately for resolution. Only the contents of the solicitation (including amendments thereto) are binding upon submission of a bid and award of a contract.

Contracting Officer Representative, Norman Patterson then reviewed the Construction Specification pointing out for the group the layout and importance of Subsidiary Items.
The costs for work considered subsidiary must be included in the bid item for that that work. Contractors are advised read through the specification and pay careful attention to the subsidiary items for each bid item.
There will be an Inspector and/or Alternate Inspector on site at all times during contract performance.
All necessary permits have been obtained. Contractor is responsible only for making the necessary Call before you Dig contact.
Q: Question on quantity of Bid Item 5 – Geotextile.
A: There is a typo on the original Bid Schedule. The quantity should be 10,040 SY (not 1,040). See Revised Bid Schedule with Amendment.
Q: Concern that traffic control could be a serious problem on sites. Will road closure be necessary.
A: Some sites are in high traffic areas, but several EWP projects have been completed in the vicinity without major issues. The project will require coordination with the City Road Department. Highly unlikely roads would need to be closed, but work scheduled to avoid high traffic times, alternating lane closures, flag personnel, etc. See Construction Specification 9.
Q: What are surveying/stake out responsibilities?
A: The NRCS will do initial layout. It will be the responsibility of the contractor to maintain/offset stakes afterwards.
Q: What happens if estimated excavation/earthfill quantities vary significantly from actual quantities? Considering these are subsidiary items.
A: The earth quantities are rough estimates and can vary significantly due to the time frame between design and actual construction. The NRCS puts the responsibility of final estimation on the contractor. The parameters of work are provided and it’s up to the individual contractor to explore the site and make their experienced determination on earth material required to accomplish those parameters.
Q: Will there be an “in person” showing, or is this meeting the only solicitation?
A: This is the only showing, and to maintain bidding fairness, individual site showings will not be conducted. Contractors are urged and encouraged to visit the site and ask any questions that they have. Questions should be sent via email to the Contracting Officer, laureen.eipp@usda.gov
Payment under construction contracts will be made within 14 days - upon completion and final inspection/acceptance of work by Government, submission of all weekly certified payrolls and proper invoice. See page 12-13.
It is anticipated that work will start ASAP - on or about May16. Successful bidder must be prepared to start work as soon as possible.
Remarks and explanations at this conference SHALL NOT qualify the terms of the solicitation.
