Caves Road EWP Site Showing Notes

Solicitation No. 12FPC219Q0049 Jackson County, Ohio

The site showing started at 10am. It was conducted by Greg Wells, Civil Engineer for the United States Department of Agriculture – Natural Resources Conservation Service (USDA-NRCS). Mr. Wells described the project and responded to all the questions.

This solicitation will result in a Firm Fixed Price Construction Contract. It is set-aside for Small Businesses under NAICS Code 237990. This is not a sealed bid – it is a request for quotes. A bid bond is not required.

Greg noted that Department of Labor, Construction Wage Rates Apply – FAR Clause 52.222-6 and must be paid to all employees working on the site under the contract.

All quoters must have an active registration in the System for Award Management (SAM).

The Performance Time is 21 calendar days. The maximum workweek is 10 hours per day, Monday through Saturday.

Quotes are due to Laureen Eipp, Contracting Officer, by 2pm on Thursday, September 5, 2019. Late quotes will not be accepted.

Variation in Estimated Quantities – FAR Clause 52.211-18 is included in this solicitation.

Buy American Act – provision 52.225-10 and clause 225.9 – are included in this solicitation.

A preconstruction meeting will be held with contractor prior to issuing notice to proceed.

Greg noted the requirement to call OUPS.

Greg made note of OSHA part 1926 and the NRCS supplement to OSHA in the drawings.

The project Supervisor may act as the contractor’s quality control manager.

Greg noted the clauses incorporated by reference

Greg reviewed the construction specifications and bid items.

Bid item #1 – Channel Clearing and Shaping. A written pollution control plan is not required. Seeding and Mulching (Spec. 6), Excavation (Spec. 21), and Earthfill (Spec. 23) are subsidiary items.

Bid item #2 – Mobilization/Demobilization – The work limits are as shown on the plans. A detailed construction schedule is required prior to commencing construction. One lane of traffic will be maintained during construction hours with appropriate flagging. Two lane traffic is required after work hours. The road will be kept clean from any mud leaving the site. A written dewatering plan is not required. Pollution Control (Spec. 5), Traffic Control (Spec. 9), and Contractor Quality Control (Spec. 94) are subsidiary items.

Bid item #3 – Rock Riprap –The limestone can be from any source listed within Construction Specification

61. Drainfill (spec. 24) and Removal of Water (Spec. 11) are subsidiary items.

Greg reviewed the drawings and the site with the attendees at 10:23am.

Greg noted the baseline and the benchmark.

Q: Who will layout the site?

A: NRCS will perform the initial baseline and site layout.

The Jackson Township Trustees will coordinate with the contractor to replace the culvert before the rock riprap is installed higher than the culvert outlet.

The concrete rubble will be removed and placed behind the rock riprap at the downstream end of the project.

Q: Will the waterline be affected by the excavation?

A: NRCS called OUPS during the design process and tried to avoid the waterline flags with the excavation.

The contractor will need to call OUPS prior to the start of construction and work with the water company to determine the utility depth and location.

Q: Can the riprap be dumped on the road?

A: One way traffic must be maintained at all times with 2 way traffic restored after work hours. The rock cannot be stockpiled on the road but it can be dumped if it will immediately be used in the project.

Greg noted the township has a chip and seal road maintenance deadline this fall that may occur during construction. If the road maintenance shuts down work for a day the contractor can work with the Contract Officer to possibly extend the Performance Time.

Q: Does the woody debris in the channel upstream of the site need removed?

A: No, it is not in the work limits.

Q: Sheet 2 of the drawings show a 33’ bottom width, while sheet 5 shows 30’. Which one is correct?

A: The planned bottom width is 30’. The Plan View sheet will be updated.

Greg reminded the attendees to regularly check the Fed Biz Ops website (https://www.fbo.gov) for project updates.

The site showing ended at 10:40am.

An additional question was sent to Greg Wells after the site showing:

Q: How is equipment supposed to cross the channel if the stream bed may not support the weight of the equipment? Also, could fill dirt be imported as needed to fill the area behind the riprap, instead of removing the needed material from the opposite bank of the stream.

A: If equipment can’t access the left bank of the project, the contractor could use the existing concrete rubble to make a temporary stream crossing. Any temporary stream crossing needs to be completely removed prior to completing the project. Any equipment used for this purpose must be free of oil, grease, and fuel leaks. Also, we need to remove the material from the opposite (left) bank to maintain the stream bed width of 30’. Our riprap installation will push the toe out into the stream on the near (right) bank and if we do not widen the channel on the opposite (left) bank we will pinch the channel and not maintain that 30’ desired width.

We should also note that it has been discussed with the Contracting Officer that if one perspective bidder were to have the low quote for both this job and the Maple Creek Rd. EWP job that also had a site showing this same day, that we do expect both jobs to run at the same time and we cannot allow that bidder to complete one job and then the other. If that situation were to occur, we could work with that one successful bidder to allow him to pick which job he wishes to complete and to withdraw his quote for the other job if he cannot work on both concurrently.
