Reviewed Solicitation Document.

Reviewed Job Specifications.

Q: Can we have equipment in the stream to move dirt from the planned excavation area?

A: We must prevent erosion which could muddy the stream. Also, liquids such as oil and diesel fuel from the equipment cannot enter the stream. Could potentially use the existing rubble from stream bank to make a crossing to minimize equipment in the stream. Any movement in the stream must be approved beforehand.

Q: Would using the rubble like you said need prior approval?

A: Yes. We could discuss it at a preconstruction meeting.

Q: Most of the soil in the planned excavation area is sandy material, would we need to dry it before compacting?

A: The top 4 or 5 feet of the borrow area is typically above the water level, so it should be mostly dry already. If it is not, then it would need dried enough for compaction.

Q: If while we are working a storm rips out part of the work we have already done are we paid for that or only the final product?

A: Only the final product.

Q: Is hydro seeding acceptable?

A: Yes, as long as it meets the seeding requirements.

Q: Are the #57s and #1s added into the paid quantities for Bid Item 3, Rock Riprap?

A: No, on Bid Item 3 you are only paid for the cubic yards of riprap. The #57 and #1 drainfill is a subsidiary item explained on specification 24 on the Construction and Material Specifications.

Reviewed Drawings.

Q: How far into the northeastern road ditch/drainage do we need to grade for drainage into the surface swale?

A: Grading extends about 50 to 70 feet past the edge of the rock.

Q: The abutment footer drain is 6” not 4” like shown in the plans.

A: We will correct it in the documentation, but it will still be a 10’ stick.

Q: Can we get a surface model/ electronic AutoCAD file?

A: Yes we could. It will need to be submitted in writing that you are asking for it. We also do not guarantee the files to be free of errors, checking the file for accuracy is still your responsibility.

What is shown in the drawings is part of the contract and will supersede any information within the file.

Q: Do you allow bids to go over the magnitude of construction by 10 or 15% without being rejected?

A: You are able to propose what you determine the cost to be. This is a request for quotes and not a bid. Please refer to Section M of the solicitation package - quotes may be rejected if they are materially imbalanced, or unrealistically low; but they will not be rejected solely because they are a particular percentage over the magnitude of construction stated.

Q: When was the cost estimate for the project made?

A: Last September.

Q: Why aren’t you using geotextile underneath the rock riprap?

A: Our State Construction Engineer prefers to use drainfill instead of geotextile for drainage purposes.

Q: Are we placing any rock under the bridge abutment?

A: The planned rock riprap will end directly below the upstream edge of the bridge deck. To match the cross sections in the plans, rock will need to be placed under and around the bridge abutment. The planned riprap keyway is just upstream of the abutment, as shown in the plans.

Keyways are planned near both ends of rock riprap, which is where the riprap is 5 foot thick rather than 30 inches.

Q: Is there access from the road to the planned excavation area on right bank?

A: Yes, there is some space within the work limit to get around the guardrail on that side. Plan view should be used to measure the width of the access. The area is a drainage/ road ditch so it may not be suited for large amounts of traffic.

Q: Will the planned rock riprap be going past the existing concrete rubble on the left bank?

A: The planned rock riprap will come near the edge of the concrete rubble, but will not extend all the way to the existing concrete block. It is encouraged to use the plan view on the drawings to measure how far off the road it is to the end of the planned rock riprap.

Q: Will we be removing the existing concrete rubble to place the drainfill?

A: Only in areas where the existing concrete rubble is inside the planned riprap/drainfill limits as shown in the cross sections on pages 6 through 8 in the plans. If it is outside of the planned excavation it can be left. Planned drainfill and/or earthfill can be placed on top of the existing concrete rubble.
