About this file
This is a Question and Answer document for RFQ 12FPC126Q0021 regarding shredding services for the USDA Farm Service Agency (FSA) Nebraska offices.
The document clarifies key service requirements and contract terms for the shredding services solicitation. Services are required at 69 FSA locations (not 92 as initially referenced) with one 65-gallon locked container per location; additional shredded materials will be stored securely onsite and picked up during scheduled service visits. Pickups must occur on a fixed schedule at either monthly or bi-monthly intervals depending on the location, with estimated volumes of one tote per location. Shredding must be performed onsite rather than offsite. The incumbent contractor is Paper Tiger. Vendors must submit firm-fixed pricing for the base year and each option year rather than pricing by individual location or monthly service amount. NAID certification is required as a standard certificate of completion before contract performance begins but not at the time of quote submission. Background checks and security clearances are not required for contractor personnel, as services will be provided during normal business hours with vendor escort. Subcontractors may be used provided the prime contractor performs at least 51% of the work to qualify for the small business set-aside. Occasional additional totes for special shredding needs may be requested intermittently and will be stored securely until the next scheduled pickup.

Question and Answer Document – 12FPC126Q0021
Shredding Services – FSA Nebraska
1. Is there a current incumbent contractor providing these shredding services? If so, can the incumbent name and current contract award amount be provided? The current vendor is Paper Tiger.
2. Are services required at all 92 locations listed in the solicitation, or are any locations optional or subject to change? There are only 69 locations listed in RFQ.
3. Will the contractor be required to provide one 65-gallon locked container at each location, or are multiple containers required at certain offices? We currently only have one tote at each location, but if there’s additional shredding needed for a location, USDA stores those documents securely and then reload them into the tote when it’s picked up and pay for any additional totes to the contracted number separately (if applicable).
4. Are pickups required on a set schedule, or will pickups be on an as-needed basis? We need them on a set schedule.
5. Will shredding be required onsite at each location, or is offsite shredding acceptable if chain-of-custody and certificates of destruction are provided? Shredding will be done on-site.
6. Is NAID certification required at the time of quote submission, or only before contract performance begins? A certificate of completion is standard.
7. Are background checks, badging, or any security clearances required for employees or subcontractor personnel entering USDA/FSA office locations? These services need to be provided during normal business hours, so security clearances from USDA have not been required since the vendor can be escorted while in the office.
8. Should vendors submit pricing by individual location, by monthly service amount, or as one total firm-fixed-price amount for the base year and each option year? Firm fixed price for the base year and option year.
9. Are there estimated monthly or annual shredding volumes for each office location?
Estimated at one tote per location either monthly or bi-monthly depending on the location.
10. Are there any special requirements for office cleanouts, purge services, or additional shredding outside the normal pickup schedule? Occasional additional totes of shredding needed intermittently but would be stored securely onsite until normal scheduled pickup.
11. Can subcontractors be used to perform the work, provided the prime contractor manages performance and compliance? The prime will be required to complete 51% of the work, in order to qualify for the small business set-aside.
