About this file

This document is a Questions and Answers (Q&A) file for the ACEP-WRE Emergent Wetland Seeding solicitation (12FPC125Q0023) issued by the Natural Resources Conservation Service (NRCS) Illinois State Office for Clark County. The Q&A clarifies key details about the contract, including that it is a new contract with a 45-day performance period, requires contractor-driven site preparation and seeding (with hydroseeding acceptable), and involves emergent wetland seeding. Quality control will be the contractor's responsibility, with NRCS conducting site-by-site inspections, and weather considerations have been factored into the performance timeline. The solicitation specifies that seed rates are detailed in Attachment A, alternative seeds may be necessary as determined by the Contracting Officer, and specific requirements include seed selection, site preparation, and completion criteria.

The solicitation is a 100% small business set-aside under NAICS code 115112 with a $9.5M size standard, anticipating a firm-fixed price purchase order awarded on a Lowest Price Technically Acceptable (LPTA) basis. Contractors must have an active SAM.gov account with completed REPs and CERTs. Critical dates include a question submission deadline of April 8, 2025 (5:00 PM EST) and quote submission deadline of April 15, 2025 (5:00 PM EST), with quotes to be emailed to Ambrea Harris and Sharla Goforth. Fertilizer and mulching are not expected, and contractors will need to follow the seeding specifications provided in the attachment.
