About this file
This document is a question and answer (Q&A) related to Solicitation #12FPC124Q0026 for Cultural Investigation Reports issued by the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) for Iowa.
The solicitation is a Request for Quotation (RFQ) for a firm fixed-price Blanket Purchase Agreement (BPA) to provide reconnaissance and investigation reports over a 5-year period from June 15, 2024 to June 14, 2029. The contract is a 100% small business set-aside under NAICS code 541620 for Environmental Consulting Services. The price schedule was updated to reflect a price per acre for the Phase IA Reconnaissance Surveys and Phase IB Intensive Surveys, which will likely require shovel testing due to inadequate surface visibility. Architectural surveys may also be required for rural farm and farm building settings and should be factored into the pricing. The order/call limit is $30,000 per order, which may be adjusted based on the final BPA award amount.

SOLICITATION # 12FPC124Q0026
AMENDMENT 0001
The following questions were asked in response to the referenced solicitation. Provided are the government answers.
1. Question: In the RFQ, no maximum size is indicated for the Phase IA Reconnaissance Surveys.
Since areas in the reconnaissance survey areas with good surface visibility are to pedestrian surface examined in accordance with the AIA guidelines, the cost for doing this examination would be based on the size of the survey area. Should we assume that the reconnaissance survey area size would be the same as the Phase IB, intensive survey areas?
Answer: The price schedule has been updated to reflect price per acre, see the revised price schedule.
2. Question: For the non-alluvial areas where Phase IB intensive investigation are to be completed, should it be presumed that the ground surface visibility will not be adequate (that shovel testing would be needed) or that the surface visibility will allow for pedestrian surface examination?
Answer: It should be presumed that surface visibility will not be adequate and that shovel tests will be needed in the Phase IB investigations.
3. Question: RFQ does not mention architectural surveys, but the need for these are indicated in the Statement of Work. Are architectural surveys likely to be required and should these costs be factored into the price schedule for the Phase IB investigations?
Answer: Architectural surveys are likely to be required on some projects and the cost should be factored into the price schedule. These will be rural farm and farm building settings.
4. Question: Solicitation Section 1: Line Items – Phase IB (alluvial and non-alluvial): Does this assume a single survey up to X acres in a year, or multiple surveys totaling no more than X acres?
Answer: This assumes multiple surveys totaling no more than X acres in a year.
5. Question: Cultural Resources Investigation Price Schedule: Does the Price /Unit for the Phase
IB items ask for the price per acre for the respective survey?
Answer: Yes
6. Question: Does the price for the Phase IB investigations include architectural surveys, or are these handled separately based on the number of structures? Will the architectural surveys be constrained to the project area, or a buffer around the project area?
Answer: The price for Phase IB investigation price should include the potential for architectural surveys. These will be rural farm and farm building settings. The architectural surveys will be constrained to the project area.
7. Question: Solicitation Section 4: This indicates the limit for each order/call is $30,000. Does this equate to the “Total Price/Year” column for each line item on the Price Schedule, or is this limit reached in given year, or some other calculation?
Answer: The order/call limit is the $ limitation per order/call, not per year. This amount may be adjusted depending on the final BPA award amount.
