About this file
This document is an amendment to a federal solicitation for an industrial gas supply at the Kellogg Soil Survey Laboratory in Nebraska. The amendment extends the response due date to September 3, 2021 at 10:00 AM and provides answers to four questions from potential offerors. The gases required include compressed and liquified forms to support daily laboratory operations. The amendment clarifies that specialized gas holding racks referenced in the solicitation are not needed, as the laboratory has its own equipment. It also notes that the goal is to maintain continuous gas service through the transition to the new contract without any disruption to instrument safety or analysis quality.

Amendment One (1)
12FPC121R0007
Industrial Gas Supply - Kellogg Soil Survey Laboratory - Nebraska Time extension and Question and Answer
This amendment is issued to make the following changes and provide question and answers for this requirement.
1. The solicitation due date is being extended FROM: 8/30/2021 TO: 09/03/2021 no later than 10 a.m..
2. The following questions and answers are provided below.
Q1: If the end user would you be able to accept a 4.8 Liquid Argon with a purity of 99.998%.
For example:
• AR 4.8LC180-350 ARGON LIQ 99.998% LC180 350
• AR 4.8LC180-230 ARGON LIQ 99.998% LC180 230
A1: The gas above (4.8LC 99.998%) is a High Purity gas and would meet the minimum requirements of 99.996% purity for our instruments. The current gas provided by the vendor is 99.998%. The gas dewar also needs to be able to deliver gas at a medium pressure level so as not to damage our regulators when connected. We typically run at 85-100 psi.
Q2: Solicitation Section F.1.1, USDA expects delivery and installation of all gases to include holding racks etc. to start no later than 9/6/2021. What racks are you talking about and are we responsible for coming up with these racks?
A2: The holding racks referred to on page 12 of the Solicitation document do not apply to the Kellogg Soil Survey Laboratory as we purchased our own holding mechanisms (bench straps, floor holders) years ago.
Q3: When will award be announced if you expect service 9/6/2021?
A3: Ideally, we would like service to carry over smoothly from our current contract to the next without any interruption or disturbance in order to maintain the safety of our instruments and the quality of our analyses. We currently have a bridge contract in place to avoid any lapse in service.
Q4: Is this a full on swap or gradual change of supplies?
A4: If by “full on swap” you mean we wait until all cylinders are emptied and then call for them to be picked up and replaced, no this is not acceptable. If something else is meant by this, then an explanation is necessary before a full answer can be given. Our current arrangement allows for us to call our gas vendor no matter how many or how few cylinders or dewars we need changed out and the vendor will show up within a day for replacement. We expect this to continue unabated and without scheduling problems. Again, we have a bridge contract in place in order to handle the change out from the current vendor provided they are not selected for an award.
