Questions & Answers:
1. For Contract line items 04, 05, 06, and 07, where is transportation base from?
The JOC has not restricted contractor base of operations to Puerto Rico or the Virgin Islands under the assumption that joint ventures may be established with contractors on location in the islands, to better position themselves to be able to provide a lower coefficient and be more competitive and at the same time to open up the competition to Small Businesses everywhere in hopes of safeguarding the prudent use of taxpayers’ dollars.
It is a known fact that many supplies may have to be purchased and shipped from state side or other countries with tariffs, shipping costs out of the ordinary and other fees and with this in mind items 04-07 were included to compensate for the additional costs that may occur.
2. For Contract line items 04, 05, 06, and 07 please confirm those coefficients are for only the transportation costs. Or should the coefficient include all the items labeled in B.2. Item #1 A-W?
The transportation costs are broken out for items 04-07 because these are in different locations with travel based other than San Juan, Puerto Rico. Because there are variables in transporting supplies, equipment and personnel to these places it had to be broken out of the first three items. Keep in mind that the line items are coefficient factors which create the competition between bidders. The lower the coefficient the better the odds to win the contract. Shipping costs vary between islands and on the main island of Puerto Rico and that is the reason for the inclusion of these line items. The item coefficient in B.2 (I) will be removed and substituted with the coefficient for the appropriate line item (04-07) and the coefficient for items (01-03) will be adjusted to include line items (04-07) (whichever is appropriate for the location).
That is why under paragraph L.7.2.4(a) you are required to provide a separate document/CD, preferable an excel spreadsheet with a breakdown of the coefficient factor components that make up the coefficient used for the items 01-07.
Please keep in mind that paragraph B.2 is only a suggestion of the items that can be included in calculating your coefficients. The first 3 line items are for the IITF headquarters campus only.
3. Will a local licensed professional be required for USVI projects?
Yes, a work license is required for USVI.
4. Confirm project is not 100% 8(a) set aside competitive procurement.
FBO has been changed to reflect that this is a Total Small Business Set Aside.
5. If project is not 100% 8(a) set aside, is there a percentage requirement? See #4 above Or a benefit from using an 8(a) certified company in team, subcontract or joint venture?
Yes, in the event of a tiebreaker. See JOC Section B1.4.
6. Permit fees for local government shall not be included in proposal?
Fees would be considered Non-Prepriced items.
7. IDIQ has multiple locations. Will there be more than one award on this solicitation?
No
8. How to price transportation to USVI vs. PR?
The Government cannot tell the contractor how to do their pricing. Refer to #1 & #2 for more information. Price depends on where transport originates, as well as the method of travel.
9. How to price transportation while working in USVI?
Contractor needs to determine number of trips required, mode of transportation and associated costs.
10. RS Means cost for labor in USVI
RS Means provides construction cost estimate data based on the average US location. Contractor needs to determine a locality cost factor for USVI. Labor costs in USVI could probably be obtained from the US Department of Labor, along with Davis-Bacon wage rates for that location.
11. Wage Commission Reports: To whom are they submitted? Who submits them to the commission?
This information will be provided to the contract awardee
12. How are construction/municipality taxes priced?
Non-Prepriced items
13. Are work licenses required for USVI?
This research is the responsibility of the bidders.
14. Can contract be split for work in PR only and one for USVI only?
No
15. For technical proposal, proof of bonding capability for at least $5M. Could it be less?
Technical support here is defined as A & E work. The proof of bonding is based on delivery order amount which includes construction. There will not be a delivery order for A & E work only.
16. Can a five year forecast of work be provided? If not, what is the monthly forecast in work/dollars?
The main purpose of this contract is to be able to provide emergency work due to damage from Hurricanes etc. and also general construction projects. Since projects are based on this emergency scenario, the Government cannot forecast this portion of the requirement. And because all projects are based on fiscal year programmed revenue which the President can re-allocate at will that too is unpredictable. We presently have two projects in the Virgin Islands and a possible two projects on Puerto Rico. The estimated amount of the projects range from $100K to $5M.
