PERFORMANCE WORK STATEMENT

FOR

FACILITIES MAINTENANCE SUPPORT SERVICES

1.0 PERFORMANCE WORK STATEMENT

1.1 GENERAL

The International Institute of Tropical Forestry (IITF) has a requirement for general maintenance worker to perform facilities maintenance support services. The facilities maintenance services are needed for one (1) year (365 calendar days duration) and the services will be located at IITF owned facilities and lands in Puerto Rico. Contractor’s primary work site shall be the IITF Headquarters campus. Government owned transportation will be utilized by the Contractor to travel between locations.

1.2 OBJECTIVE

The objective is to contract for a general maintenance worker to perform facilities maintenance support services, to provide routine maintenance and repair for IITF facilities, as needed, using basic skills and knowledge of craft trades. This work typically includes a variety of the following or equivalent duties: Replacing electrical receptacles, switches, fixtures, wires, and motors; using plaster or compound to patch minor holes and cracks in walls and ceilings; repairing sinks, water coolers, and toilets; painting structures and equipment; repairing concrete floors, steps, and sidewalks; replacing damaged paneling and floor tiles; hanging doors and installing door locks;

replacing broken window panes. Work also requires most of the following: Interpreting simple blueprints, manufacturers' manuals, or similar documents; determining methods and materials to be used in completing assignments; making standard shop calculations; prioritizing requests; and responding to emergencies. Work typically includes a variety of the following or equivalent duties:

Wiring building accessories such as air conditioners, and hot water heaters; installing basins, lavatories, and pipes; painting in confined or exposed areas; removing, constructing, and repairing walls and floors; and performing standard repairs to equipment.

1.3 DUTIES

The contractor shall provide facilities maintenance support services. Specific work shall include, but is not limited to, the following:

1.3.1 Maintains, troubleshoots and performs minor repairs to a wide variety of electrical equipment, fixtures and devices through standard practices and in accordance with all codes. Typical duties may include; checking and making minor repairs to overhead lights; replacing ballasts and bulbs;

replacing fuses; replacing electrical outlets and switches; performing periodic checks of fire alarm system and making minor adjustments or repairs; and checking circuits and equipment for overloads and imbalance; and checking circuits for required grounding.

1.3.2 Performs plumbing preventive maintenance making necessary adjustments or minor repairs including to the following: replacing and/or servicing valves, fixtures and traps; installing or replacing copper, iron or plastic pipelines for water or gas; and cleaning or freeing sewage lines.

Other plumbing related items.

1.3.3 Services and repairs existing building features such as cabinetry and related hardware; door and window hardware; minor window glazing;

ceiling and wall tile/finishes; fixed building furnishings (toilet partitions, window coverings, etc. and replaces items as needed. Performs minor carpentry work such as hanging signs, cabinets, and shelving; replaces doors and hardware.

1.3.4 Performs basic service and/or repairs to ventilation and air conditioning systems including but not limited to the following; cleaning and changing filters; adjustment or repair of mixing boxes; calibration of thermostats;

adjustment or replacement of motor drive belts; lubricates motors and pulleys; replaces minor earing assemblies; replaces small size motors and circulators; and tunes, adjusts and cleans equipment.

1.3.5 Coordinates project work with the administrator and contracting personnel, including work schedule, arranging for temporary services and scheduling utility outages for needed connections.

1.3.6 Confers with the technical point of contact with respect to maintenance and repair problems and makes recommendations on complaints concerning IITF maintenance.

1.3.7 Paints or touches up walls, storage rooms, corridors and laboratory areas including doors and window frames using brushes, rollers or spray equipment.

1.3.8 Moves heavy furniture, equipment and other items.

1.3.9 Occasional driving of government furnished vehicles are required.

1.3.10 Ensures all work complies with Facilities Health and Safety programs.

1.3.11 Inspects the facilities periodically to ensure proper upkeep.

2.0 FACILITIES, SUPPLIES, AND SERVICES

It is expected that the contractor will perform all work at the IITF Headquarters campus. All Government-furnished property items will be returned to the government upon completion of the contract. The government shall keep a record of all Government furnished property.

3.0 SPECIFIC REQUIREMENTS

The following section outlines the specific requirements, performance requirement, and performance level and government quality assurance methods. Requirements are:

3.1(a) All completed work shall meet applicable building and fire/safety codes. 3.1(b) Coordinate utility outages for needed repairs and improvements.

3.1(c) Contractor shall provide up to date maintenance records status/solution.

3.1(d) Contractor shall track or keep a current inventory of maintenance and repairs.

3.1(e) Provide ordering information and full details for parts required to the facilities department.

3.1(f) The Contractor shall adhere to Facilities policy of proper respond time to all unscheduled work requests from the facilities department in a timely fashion with particular emphasis on urgent items such as safety and/or security.

3.1(g) All work performed must be in compliance with industry standards, meeting all building, safety, fire, and health codes.

3.1(h) Apply professional communication and customer service skills in dealing with various staff members and tenant organizations.

3.1(i) The Contractor must have a valid driver’s license.

4.0 PERIOD OF PERFORMANCE

The period of performance shall be 365 calendar days from contract award. One option year extension may be executed dependent on government need, proper appropriations. The Contractor will be notified in accordance with the contract clauses and in a timely manner, if the contract is to be extended.

5.0 PLACE OF PERFORMANCE and HOURS OF PERFORMANCE

Work shall be accomplished at the locations as indicated in paragraph 1.1 General.

Hours of operation will be established as an 8 hour day. Overtime pay will be in accordance with wage determinations.

6.0 CONFIDENTIALITY

The projects and all materials provided to the Contractor by the Government and results, documents, conclusions, and recommendations obtained thereof should be considered confidential in nature and treated with the same level of care that the Contractor treats its own confidential business information.

The information shall not be copied, disclosed, modified, used (except in completion of assigned tasks) or otherwise disseminated to any other person or entity at any time without the Government’s expressed consent.

7.0 GOVERNMENT POINT OF CONTACT

8.0 NON-PERSONAL SERVICE STATEMENT

All contractor’s employees performing services under this order shall be con- trolled, directed, and supervised at all times by the contractor. Contractor management will ensure that employees comply with the performance work standards outlined in this statement of work. Tasks, duties, and responsibilities set forth in the contract may not be interpreted to be implemented in any manner that results in the contractor creating or modifying Federal Policy, obligating appropriated funds of the United States Government, overseeing the work of Federal Employees, providing direct personal services to any Federal Employee, or other- wise violating the prohibitions set forth in Part 7.5 and 37.1 of the Federal Acquisition Regulations (FAR). The Government will control access to facilities and will be the authority of acceptance of all completed work.

9.0 GENERAL MAINTENANCE WORKER DESCRIPTION

Performs general maintenance and repair of equipment, and related fixtures. Work requires practical skill and knowledge, but not journey-level skill, in two or more trades such as: Painting, plumbing, plastering, welding, glazing, carpentry, masonry, tile setting, and electrical work. May occasionally perform general grounds maintenance and basic road maintenance work.

Excluded are:

a. Workers in a formal apprenticeship or similar experience and training program leading to automatic placement in a journey-level single or multi-craft maintenance occupations;

b. Position involving maintenance work in a single craft;

c. Positions requiring significantly more skill in one craft than in others;

d. Positions requiring workers to primarily perform building construction or renovation work, rather than maintenance;

e. Maintenance trades helpers who primarily assist skilled craft workers;

f. Workers (below level 1) performing simple maintenance duties not requiring practical skill and knowledge of a trade (that is, changing light bulbs and replacing faucet washers).

General Maintenance Workers Level 1 capabilities

Performs routine maintenance and repair using basic skills and knowledge of craft trades.

Work typically includes a variety of the following or equivalent duties: Replacing electrical receptacles, switches, fixtures, wires, and motors; using plaster or compound to patch minor holes and cracks in walls and ceilings; repairing sinks, water coolers, and toilets; painting structures and equipment; repairing concrete floors, steps, and sidewalks; replacing damaged paneling and floor tiles; hanging doors and installing door locks; replacing broken window panes; and performing scheduled maintenance and making simple repairs on equipment and machinery.

General Maintenance Worker Level 2 capabilities

Performs moderately difficult maintenance and repair work using skills and knowledge of craft trades and some specialized hand or power-tools. Work requires most of the following: Interpreting simple blueprints, manufacturers' manuals, or similar documents; determining methods and materials to be used in completing assignments; making standard shop calculations; prioritizing requests; and responding to emergencies.

In addition to the duties described for level 1, work typically includes a variety of the following or equivalent duties: Wiring building accessories such as burglar alarm systems, air conditioners, and hot water heaters; installing basins, lavatories, and pipes; painting in confined or exposed areas; removing, constructing, and repairing walls and floors; and performing standard repairs to equipment and machinery.

10.0 CANDIDATE SELECTION CRITERIA

Candidate selection will be based on the following criteria.

• Based in Puerto Rico with a minimum of 10 years of experience in General Maintenance-related work;

• Provide at least 5 verifiable references associated with general maintenance work performed over the 10 years of experience;

• A minimum of 10 years of experience in working with a broad range of stakeholders;

• Demonstrated ability to repair complex electrical issues;

• Demonstrated ability to repair complex plumbing issues;

• Demonstrated ability to perform duties of the position with minimal or no supervision;

• Fluent in Spanish and English;

• Eligible to work for the federal government and have a SAM and a DUNS number.

11.0 POSITION LOGISTICS

This contract is subject to FAR 6.202(a)(4), Establishing or maintaining alternative sources. This competition is restricted to companies properly registered with the local government, and located in Puerto Rico.

The Institute will provide the contractor, as needed, office space, computing, access to drive (with appropriate training) official Forest Service vehicles, and any supplies needed to complete the project.

Each invoice shall be accompanied by a progress report. The time sheet/progress report template will be provided.

The Contracting Officer shall approve and execute all contract actions including progress payments and modifications.

12.0 ADDITIONAL CONTRACT TERMS

Contract duration: 12 months with an option to extend for an additional 12 months

Normal work schedule will be flexible, the exact schedule will be determined as needed

Total contracted hours for the 12 month period: 2080 Hours

Contract amount shall not exceed: $38,979.20 for the initial 12 month period including Overhead, Profit and G&A, unless a modification is executed in advance. Any modification to increase the initial amount executed, will be based on the current wage determination, this includes the option year.

It is in the best interest of the Government to pursue this procurement as, restricted to local very small businesses of Puerto Rico to help promote the economy for the local citizenry and maintain a source base for these services in accordance with FAR 6.202. It has been determined that there are enough prospective local competition to qualify this procurement as full and open competition after exclusion of sources, through historical data. In accordance with 29 C.F.R. 4.115, Exemptions and Exceptions. This solicitation is subject to using service employees as this is considered not a professional managerial position.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.213-2 Invoices (APR 1984)

The Contractor’s invoices must be submitted before payment can be made. The Contractor will be paid on the basis of the invoice, which must state—

(a) The starting and ending dates of the subscription delivery; and

(b) Either that orders have been placed in effect for the addressees required, or that the orders will be placed in effect upon receipt of payment.

Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 24 months.

Electronic Submission of Payment Requests
