Solicitation # 12-F430-19-R-4001

Replacement of Five (5) Unitary Rooftop Cooling Units @ IITF HQ Building

Questions & Answers:

1. I received the request but I have a doubt regarding requirement # 1 in page 5 of the attached

PDF document.

It indicates that the AC contractor shall be an authorized representative of the proposed Unitary Rooftop Cooling Units manufacturer. I like to point out that most of the interested AC contractors will most likely not be representatives of any particular brand or manufacturer of AC units which will limit the participants to this solicitation. Most AC contractors will have qualified and licensed staff proficient in replacing multiple Unitary Rooftop Cooling Units with experience installing many brands of AC units and also have evidence backing up this information but as I mentioned previously, that does not mean that they represent any particular brand of AC units or manufacturer. I suggest eliminating requirement 1 as to not limit the amount of participants for this solicitation. There are many qualified AC contractors that do not represent any particular brand or manufacturer as to not limit their offerings to their clients.

Hope to hear your comments regarding the above. Thanks

Authorized factory rep's receive additional training on their products. If the manufacturer receives too many complaints, they will drop that representative and get a new rep for that area.

If they have a history of problems with a particular company, they will still sell them their products, but at a higher cost to offset their headaches.

In short, Engineering prefers to keep the requirement that the contractor must be an authorized representative of the product they install. This would provide us with the optimum standard of quality.

Also, we are not limiting the units to a particular manufacturer. We will accept Trane, Carrier, Lenox, Bryant, etc.

2. Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 12F43019Q4001 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?

New Requirement

3) Page 5 of the Statement of Objectives (SOO) states the requirement for Hurricane tie downs/wind restraints. Will the restraints be anchored from the roof or from the rooftop curb?

Anchor restraints to the curb, unless otherwise directed by manufacturer.

4) To determine if there is a need to install a new Adapter (rooftop) Curb, I need to know the model number for the existing units. During the site visit, we could not determine the model number because it was not legible. Could you provide the model numbers? The number is in the electrical area of the machine.

The nameplates are worn. We don’t know.

5) If the new units are compatible with the existing rooftop curb; there will be no need for an adapter (rooftop) curb. If that is the case, do I need to install a new Adapter (rooftop) Curb?

No, provided the roof leak tests prove no leaks exist.

6) The requirements call for a temperature set point range of 40 degrees Fahrenheit and 90 degrees Fahrenheit provided the outside air conditions are suitable. It is my understanding that thermostats point range do not go below 60 degrees. Please verify if the range 40 / 90 is correct, because industry standards are 60/90.

This is the Manufacturer’s decision.

7) To be able to quote the balancing requirement please provide the area drawings to determine how many diffusers are and the required CFM.

Perform final testing, balancing, and adjustments to maximize performance. Adjust dampers on diffusers, registers, etc. as required to properly disperse conditioned air.

8) To ensure a proper quote, I need information about the ceiling tiles

- Am I responsible for changing a specific number of ceiling tiles (how many) or only the ones that could be damage during the installation.

Contractor is only responsible to replace tiles and grid that they damage.

- Please provide the type and size of the ceiling tiles 2’ x 2’ lay in acoustical ceiling tiles. Match existing.

9) Page 5, bullet 8 requires contractor to ensure roof is leak proof before and after mounting equipment. How can we determine that there are no leaks prior to the work?

Run a hose from the outside hose bibb over the curbed area. If unsure, recommend subcontract with a roofing contractor.

10) Requirement number 8 states that similar or matching material to 90 mil EPDM membrane, filter fabric (ZinCo SF) and moisture retention mat (ZinCo SSM 45) may be used to seal any repairs caused when installing new units. You mentioned that there are no drawings or details of the installed system, but can we get the information of the company that installed it, that way we can contact them on procedures and details on the installed membrane.

United Surety Indemnity PO Box 2111 San Juan, PR 00922

Jose Luis Rosario

(787) 273-1818

Contract #: AG-F430-C-12-0012 Subcontractor: PRGD, Green Roof Designer & Contractor David L. Aponte, President

11) There is no way to precise if and how much roof membrane has to be replaced, we don’t know if there is damage to the membrane as it stands at the moment. Is the project going to have an allowance or contingency for any damage existing that will be only noticed once the old units are uninstalled?

The Conference Bldg roof is leaking at the rooftop unit. The GIS Bldg roof is currently not leaking. The area of roof needing replacement is limited by the curb. Roof leaks originating outside the curbs are not the responsibility of the contractor, unless leaks the contractor creates the damage.

12) Under requirements, there is no mention of any replacement of ceiling tile, yet it is mentioned on page 7 of 30, detailed as (Replace ceiling tile) in the job costs table. Can you please provide specifics of what ceiling tile, where and how much square footage is to be replaced if any and the model and size of the tiles to be replaced?

Contractor is only responsible to replace tiles and grid that they damage. 2’ x 2’ lay in acoustical ceiling tiles. Match existing.

13) While at the site visit, we noticed that the exterior cabling and disconnect switches are not in good condition. Will this equipment be replaced?

If associated exterior cabling and disconnect switches aren’t working, the contractor needs to replace them. See Scope below:

PROJECT SCOPE

Furnish all labor, equipment, tools and materials required to comprehensively replace three (3) existing rooftop Unitary Rooftop Cooling Units on the Conference Building and two (2) existing rooftop Unitary Rooftop Cooling Units on the GIS Building. Replace associated equipment, ductwork, and components as required.

REQUIREMENTS:

12. Contractor shall perform complete system installation as required to produce a complete and functioning system. Crimped or damaged cooling coils will not be accepted. System shall meet manufacturer’s operating specifications. Complete installation includes all mounting, electrical, plumbing, roof and patching.

14) On the solicitation document, under requirements, the electric panel, breakers and wiring is not mentioned, yet on page 7 of 30, it is mentioned as (Modify electric panel, breakers, wiring) in the job costs table. Can you explain what if any will be replaced and if this is only related to changes made due to new equipment requirements? Can you provide pictures of these breakers and components to facilitate a better evaluation?

This is related to changes made due to new equipment requirements. Pictures are attached.

15) Can you please provide drawings of how roofing was constructed? And if possible, name and phone number of the company that was awarded with the contract of building the green roof?

I will get you contractor information

16) Did a leak test and/or survey was performed on the integrity of the roof after hurricane Maria? If so, can we have access to it? No test has been performed.

17) The contract SOO calls for testing and balance of the air distribution system, can you provided the drawings in order to quote this task?

Perform final testing, balancing, and adjustments to maximize performance. Adjust dampers on diffusers, registers, etc. as required.

18) Under the section, "requirements", item #3, please explain what does it means by "to ensure correct capacity and correct duct work layout?

Don’t know what this question is referencing. Item #3 refers to valid licensing requirements.

Perhaps the contractor is referring to a different SOW?

19) The units are to be treated with an anti-corrosive treatment. Is the treatment be factory or locally applied? The treatment is to be factory applied by the manufacturer.

20) Does the Executive Order 13658 in the wage determination apply to Puerto Rico?

Wage Determination PR190001 01/04/2019 PR1, Executive Order (EO) 13658, which establishes an hourly minimum wage of $10.60 for calendar year 2019 only applies to the 50 states, not Puerto Rico.
